A new professional in a formal definition is anyone who has been employed for less than five years in any level of government (municipal, provincial and federal), broader public and not-for profit sectors and private organizations who are interested in public policy and administration. BUT a new professional is truly an individual who has just started their career in the public service, a student preparing for their career in public policy and administration and an individual who has decided to pivot their career from one industry to the public sector.
