Job Summary:

Provide leadership, direction and mentor managers in the planning and delivery of the Branch`s strategic and business planning processes/activities in the areas of data governance, data quality, knowledge management, open data, open information, and records management.

Develop, coordinate, implement and execute a data governance and data quality vision and strategy for the WSIB.

Oversee the ongoing development, implementation and maintenance of a knowledge management, open data, open information, records and information management programs applicable to all WSIB records.

Provide expert advice, consultation and strategic direction on a broad range of data governance, data quality and records and information management initiatives.Develop and maintain effective communications linkages and working relationships internally and externally.

Major Responsibilities:

Job Requirements:

General Management in the Assistant Director’s Capacity

Plan, direct and control the day-to-day operation and administration of the branch through the data governance, data quality and records management teams and responsible for the delivery of the related programs, products and services.  This includes:
Leading and developing teams within legislative and policy requirements; ensuring employees are provided appropriate performance objectives and development programs
Providing guidance and ongoing coaching and feedback to direct reports.
Managing financial and physical resources including developing and forecasting annual operating and capital budgets; monitoring and reporting on variances based on projections; and evaluating overall program expenditures.

Thought Leadership for Data Governance and Data Quality

Proactively champion the value of data as a strategic asset by setting up and enhancing data governance and data quality frameworks, standards, policies, artifacts and processes to be leveraged by business units locally & regionally
Collaborate with business leaders embedding data owner roles and responsibilities to enable and support management of data assets across its lifespan;  Work with the data owners to ensure they understand their roles and responsibilities, providing advisory guidance and support to ensure data governance accountabilities are understood

Liaise with ITC (e.g. Security, Privacy, Application Development) and other Information Management and/or data management functions at the WSIB collaborating to provide support and sharing learnings including standards, policies and processes on the WSIB’s data governance and data quality journey

Data Governance and Data Quality Strategy, Policy, Standards & Enforcement

Implement and support the strategic direction for how the WSIB uses data internally and externally

Define and implement data governance strategy and management processes to effectively govern enterprise data including an enterprise data governance operating model, data policies and standards as well as the implementation of clearly defined data management definitions for use across the organization
Develop and articulate the data quality strategy and framework, identify the strategic priorities and a road map, roll out the data quality framework, provide insights and recommendations for improving the processes, methods to ensuring high quality data
Recommend best practice based data governance, quality and stewardship methodologies
Work with business units across the WSIB to understand dependency on data assets to inform the development of the data governance and data quality processes, methods to ensure high quality data
Work with the Risk Office and ITC (e.g. Security, Privacy) to ensuring compliance controls are designed, implemented and validated; monitor the resolution of compliance issues and respective action plans.

Executive and cross-functional, cross-project support for data risks and governance

Support committees and business partners to identify data governance and data quality requirements and mitigate data risks

Establish and provide advisory support on data governance processes enterprise-wide to all business and IT Functions

Data Governance and Data Quality cross-functional organization support

Support the establishment of data ownership and accountability within the business
Partner with the business to ensure that appropriate resources are assigned to support data governance accountabilities
Educate and encourage data to be recognized as a “Strategic Enterprise Asset”
Support the selection and adoption of data governance & data quality technology tools
Oversees the establishment of data quality standards and management of data quality monitoring and validation activities

Data Governance and Data Quality cross-functional organization support
Support the establishment of data ownership and accountability within the business
Partner with the business to ensure that appropriate resources are assigned to support data governance accountabilities
Educate and encourage data to be recognized as a “Strategic Enterprise Asset”
Support the selection and adoption of data governance & data quality technology tools
Oversees the establishment of data quality standards and management of data quality monitoring and validation activities

Operational Policies

Establishes and maintains liaison, information flow and linkages with counterparts in Divisions across WSIB to ensure that coordination of operational principles and planning issues related to information management is consistent, appropriate and effectively carried out
Contributes to and provides input/expertise in the development of divisional/WSIB operational policies, processes and IM standards

Branch/Division Representation

Represents the Branch/Division by leading and/or participating on senior level special projects, task forces, internal and external committees and working groups related to data governance, data quality and records management

Issue Management

Anticipates, identifies and assesses emerging or contentious strategic and operational issues related to data/information, their potential risks and impacts on the Branch’s and divisional strategic mandate and operational goals/objectives
Oversees the use of standardized business systems and effective cross-divisional communication/linkages that involve common issues; develops, recommends and implements innovative options and proactive solutions for problem resolution
Provides leadership for issue management responses for the Branch; manages the preparation of variety of documents/reports such as briefing/presentation materials, submissions and correspondence

1) Education requirements:
Post-secondary degree in Computer Science, Information Management or Business Management
Graduate degree in Computer Science, Information Management or Business Management (Preferred)
Recognized designation or certification for records, information management or project management.

2) Experience:
Minimum 5-7 years’, preferred 6-8 years’ experience in a leadership role in information management, data management, data governance and/or data quality
Minimum 5-7 years’, preferred 6-8 years’ experience with all facets of data management including data architecture and modeling, data quality, data warehousing, business intelligence, and metadata management
