Permanent, full-time position – Toronto, ON

The Municipal Licensing and Standards (MLS) Division supports the City of Toronto by providing bylaw administration and enforcement services, including targeted strategies to address graffiti, noise, business inspections, parks regulations and animal services issues, as well as business licensing and permitting, property standards, and animal care, including control, shelter and adoption services.

As Manager of Business Planning, Performance and Intelligence, you’ll play a critical role within the Division by supporting policy and operational services, along with playing a formative role in devising key Division-wide business intelligence (BI) and performance metrics. In addition, you’ll support the development of a knowledge and data management strategy, as well as inform, and collaborate with, the Division's strategic decision-makers to ensure decisions are made with a strong evidence base and founded in sound business intelligence and organizational performance data.

A skilled, experienced BI leader, you’ll manage the design, development, implementation and maintenance of divisional performance metrics systems, including frameworks, policies and processes for developing, tracking, reporting and using metrics in strategic management and external accountabilities. You’ll also manage the design, development, implementation and maintenance of BI capacities and information within MLS, use BI systems and analytic capabilities to support key business and service delivery functions, and manage the development, implementation and maintenance of operational data reports and performance management dashboards to support front-line performance optimization. In our complex municipal environment where business planning, performance and intelligence are key pillars of sound decision-making, you’ll maintain and model best practices related to data mining, data processing, analysis and data visualization on both internal and public-facing projects.

Your strong interpersonal and communication skills will prove invaluable as you establish effective, collaborative working relationships with the Division’s senior management team, the Technology Services Division (TSD), corporate business intelligence units, other City divisions and stakeholders, external agencies, etc. Combining your writing abilities with your technical expertise, you’ll support the development of reports, research and analyses to divisional senior management, Council and others related to strategic divisional business and operational service delivery outcome and other reporting. These strengths will also enable you to work closely with the strategic support functions to support the Division in change management, system modernization and business transformation efforts.

Recognized as a subject matter expert, you’ll represent the Division by providing leadership and technical expertise at project meetings, as part of by-law reviews and implementation, divisional management and stakeholder meetings to support strategic divisional and corporate initiatives. You’ll formulate and implement Business Intelligence Unit delivery standards, policies and procedures to ensure that the information communicated by the Unit is accurate, comprehensive and clear, and meets MLS standards. The Division's senior management team will also look to you for strategic advice and recommendations related to information management and business intelligence solutions.

As can be expected of a managerial role like this, you’ll manage, motivate and train Unit staff, supervising day-to-day operations, from scheduling, assigning and reviewing work, to developing and administering the annual Unit budget and controlling expenditures, ensuring effective teamwork and high standards of work quality and organizational performance, and promoting continuous learning and innovation.


Among the strengths you bring to the role of Manager, Business Planning, Performance and Intelligence, will be the following key qualifications:

  1. Post-secondary degree in Information Systems or Business Administration, combined with relevant experience in business intelligence or information technology, or an equivalent combination of education and/or related experience.
  2. Extensive experience developing and maintaining a business intelligence/performance management program and reporting framework that included using business intelligence software at an advanced level and creating performance management reports.
  3. Considerable experience using business intelligence systems and analytic capabilities to support key organizational, administrative and service delivery functions, including audit and program integrity, financial reporting, program evaluation, risk identification and mitigation, forecasting, staff development, and business improvement initiatives.
  4. Considerable project management experience combined with supervising staff to achieve business deliverables.

Through this background, you’ve acquired an advanced knowledge of database applications (e.g., data warehouses, data marts and business intelligence tools) to interpret and analyze complex business performance data, as well as knowledge of database queries and mathematical / statistical tools, and emerging business intelligence technologies and practices.

An excellent communicator, experienced in writing and editing reports, briefing notes and other communication products, and skilled in making presentations, you can deal effectively with TSD technical staff, business unit staff and senior management, and communicate performance measurement information in a manner that is understandable by a wide range of individuals.

Familiarity with government legislation in the area of occupational health and safety is essential to carry out your managerial duties, while knowledge of a municipal government work environment is highly desirable.

Salary Range: $110,965 - $130,366.60 per year
