Job Description
 Are you passionate about road safety, with the leadership skills to coordinate the delivery of training to the ministry's transportation enforcement officers and police partners, to ensure ongoing compliance with international, national and provincial standards? Do you have well-developed analytical and project management skills to lead the development, implementation and administration of enforcement programs, operational policies and procedures related to commercial motor vehicle safety? If so, consider this exciting opportunity within the Commercial Inspection and Enforcement Branch of the Ministry of Transportation.

What can I expect to do in this role?

In this role, you will:

• Provide leadership and coordinate the delivery of training to the ministry's transportation enforcement officers and police partners, to ensure ongoing compliance with international, national and provincial standards.
• Lead the identification and development of business strategies (e.g. related to knowledge and skill gaps, training needs) and recommend programs.
• Lead the research, development and administration of performance measurement strategies to evaluate and improve program effectiveness.
• Coordinate and lead the development of strategic directions and priorities supporting core business and the realization of project goals.
• Provide leadership, direction and technical guidance to team members by reviewing policy proposals and recommendations.
• Provide advice to, and consult and liaise with, ministry personnel, senior management, field staff, other ministries and the public and private sectors, to discuss and communicate the ministry's positions, policies, regulations and legislation.

How do I qualify?

Leadership and Project Management Skills

• You have experience leading, coordinating and delivering training and major policy initiatives
• You can provide leadership, and build and maintain effective working relationships, to resolve diverse and competing policy and program issues
• You can plan, supervise and direct the development, analysis and implementation of operational policies to reflect corporate strategy
• You can plan, organize and implement projects/programs and research initiatives involving multi-disciplinary and inter-ministerial staff

Technical Expertise

• You can interpret and apply transportation-related legislation and regulations (e.g. the Highway Traffic Act, the Dangerous Goods Transportation Act, the Motor Vehicle Transport Act (Canada), the Public Vehicles Act, the Provincial Offences Act, the Commercial Vehicle Safety Alliance, the Criminal Code of Canada, etc.)
• You have knowledge of decision-making processes, and strategic and operational planning
• You can develop business processes and mechanisms that support ministry and division work planning cycles
• You have knowledge of project management methodology and techniques

Communication, Interpersonal and Presentation Skills
• You have written communication skills to prepare and present a wide range of materials (e.g. training material, directives, briefing notes, issue analyses, ministerial correspondence, and policy and program material)
• You have oral communication and presentation skills to prepare and present expertise to senior management and stakeholders
• You have consultation and consensus-building skills to provide leadership and to build and maintain effective working relationships
• You have political acuity to identify, and ensure effective proactive resolution to, potentially critical and sensitive issues

Analytical and Problem-Solving Skills

• You can provide technical and functional advice and direction to program areas to assist with the effective operational delivery of the program
• You can establish key priority areas, performance indicators and reporting tools, and evaluate industry trends, policy directions, standards and best practices
• You can evaluate competing interests and proposals of stakeholders to identify issues and impacts and develop recommendations

Salary Range: $74,136 - $109,246 Per Year.
