Purpose:
Reporting to the Director, Infrastructure Planning and Policy this position will be responsible for managing and coordinating the Halton suite of infrastructure policies, by-laws, standards and guidelines and act as a primary staff liaison with Planning Services to support the update of Halton Region’s Official plan.

Preferred Background: 
The successful candidate will possess a degree in Planning, Environmental Science or Engineering with a minimum of eight (8) years of progressive experience in infrastructure or policy development, preferably in a municipal environment.  Preference will be given to candidates with a professional designation such as Registered Professional Planner (RPP), Professional Engineer (P.Eng) or Certified Engineering Technologist (CET). This position requires in-depth knowledge and understanding of the design and operation of Public Works infrastructure networks including water distribution and treatment, wastewater collection and treatment, waste management and transportation.   Demonstrated experience leading project teams to develop and meet program objectives along with superior written and oral communication skills and proven facilitation, negotiation and partnership building skills are also required. Extensive knowledge of legislation such as the Planning Act, Environmental Assessment Act, Ontario Water Resources Act, Clean Water Act, is required. The incumbent will be proficient in the use of Microsoft Office, PWMS and IPFS. Possession of a Project Management Professional (PMP) designation would be considered an asset. An equivalent combination of education and experience will be considered. 

Duties:
Direct regular reviews of Halton’s Infrastructure by-laws, policies, guidelines and standards which include potable drinking water, wastewater, transportation and waste management. 
Manage and facilitate project teams in the development of a comprehensive suite of infrastructure by-laws, policies, guidelines and standards to mitigate risk associated with the planning, design and operation of Halton Region’s Infrastructure. 
Build and maintain partnerships and stakeholder relations with internal staff, local municipal partners and external agencies to update, document, approve and implement Halton’s Infrastructure by-laws, policies, guidelines and standards.
Act as liaison for Planning Services for matters related to updating the infrastructure policies within the Region’s Official Plan.
Coordinate and/or prepare Public Work’s comments on Provincial or Federal statutes related to infrastructure (water distribution/treatment, wastewater collection/treatment, waste management and transportation) 
Provide policy advice, project management leadership and assistance
Develop terms of reference and requests for proposals for consultant projects
Represent Halton on municipal, agency and Provincial committees
Prepare reports to Regional Council on matters dealing with Halton’s infrastructure. 

This is a permanent full-time position working 35 hours per week.
