Job Description

The PEI Department of Finance and Treasury Board Secretariat aims to encourage the development of an innovative, diverse and inclusive workforce which enables the organization to realize its goals. This is a senior level position reporting to the Chief Digital and Operating Officer responsible for providing Departments and Crowns and Agencies with a stable, efficient and cost effective technology architecture for existing foundational services and design for the digital transformation initiatives of government and citizens of PEI. This position is responsible for the ongoing management of the office to ensure and maintain the security and protection of Government’s Information and Data.  This position is also responsible for Data Architecture Services to ensure strong enterprise data governance and structure for to enable enterprise business intelligence and analytical analysis services. 
Duties will include:   
- Defining strategic imperatives in terms of enterprise information flow across applications, networks and hardware both on premise and in cloud offerings creating a relationships between systems across Government;
- Explaining complex relationships and technological solutions in terms that affected parties from non IT backgrounds to those with highly technical backgrounds and approves recommendations for enterprise changes that impacts cross functional key processes;
- Employing sound judgement when selecting from a variety of creative ideas based on evidence based approach;
- Analyzing previously used concepts and process as well as industry trends and devise new efficiencies;
- Oversees and is responsible for the implementation of Government’s Business Intelligence program which includes data scientists, data architects and data analysts;
- Responsible for the planning and development of an enterprise information security strategy and best practices in support of the enterprise’s information security architecture;
- Collaborates with key business and IT leaders to develop security and business continuance standards and action plans;
- Directing all security audits and tasks to ensure that the integrity, confidentiality and availability of information to end-users, is not compromised and      
responsible for the Incident Management of security and information breach response in the event of a security incident;
- Communicates vision and values of the organization, emphasizing excellence at all levels engaging all staff in the division;
- Sets and communicates roles and expectations of team members to meet the goals of ITSS and Government;
- Fosters a positive working environment for team members;
- Responsible for the preparation capital budget submissions for projects which support the strategic plans;
- Approves capital budget expenditures using Oracle and internal ordering forms;
- Reviews operational expenditure reports monthly and provides details for status quo reporting periods and forecasts appropriately;

Minimum Qualifications:
- A Bachelor's Degree in Information Technology or related field, or a Master’s Degree in Information Technology would be preferred;
- Demonstrated equivalencies may be considered;
- Experience in: 
o Program management skills and experience, plus significant knowledge of project planning tools with evidence of practical application;
o leading cross-functional teams and enterprise wide programs, operating and influencing effectively across the organization and within complex contexts
o one or more management methodologies (for example, Agile or Lean Six Sigma)
- Extensive experience in:
o leadership roles, ideally in business management, IT management or Project Management with ability to develop, communicate and inspire a team
o information-intensive industries or digitally advanced enterprises;
o management with a considerable skill set in Enterprise Architecture
o security and cybersecurity
- Leadership and management skills including interpersonal, communication, strategic thinking, and planning, organizational, and financial management will be considered an asset;
- A distinctive blend of business, IT, financial and communication skills with effective influencing and negotiation skills in an environment where resources may not be in direct control of this role;
- Excellent analytical, strategic conceptual thinking and consulting skills, strategic planning and execution skills;
- Strong business acumen, including industry, domain-specific knowledge of the enterprise and its business units;
- Demonstrated ability to develop and execute a strategic resource plan;
- Excellent verbal and written communication skills, including the ability to explain IT concepts and technologies to business leaders, and business concepts to the EADSS staff and stakeholders;
- Deep understanding of the evolving digital world on both the demand side (how people and departments are using technology) and the supply side (emerging technologies);
- Excellent oral and written communication skills, including the ability to explain digital concepts and technologies to business leaders, as well as business concepts to technologists;
- Applicants must have a good previous work and attendance record;
- The successful candidate must provide a satisfactory Criminal Records Check prior to beginning employment.
