Information and Privacy Commissioner

The Assembly shall, by order, appoint the Information and Privacy Commissioner for a term of five years. The Information and Privacy Commissioner (IPC) is an independent Parliamentary Officer whose mandate includes Ontario’s Freedom of Information and Protection of Privacy Act (FIPPA), the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), the Personal Health Information Protection Act, 2004 (PHIPA) and Part X of the Child, Youth and Family Services Act. The Office acts independently from the government to uphold and promote open government and the protection of personal privacy. IPC resolves access to information appeals and complaints when government or health care practitioners and organizations refuse to grant requests for access or correction. The Commissioner conducts and publishes research and educates the public by promoting awareness and understanding of privacy issues. The Office responds to complaints from individuals who believe their privacy has not been respected and comments on new legislation policies or programs.

The Legislative Assembly invites applicants who have extensive experience in privacy and access of information principles, interpretation and application of legislation, regulation and policies, an understanding of legal principles related to administrative tribunals and knowledge of the public sector. A thorough understanding of the relationship between current and emerging technologies to privacy and access issues is essential. The ability to speak publicly and articulately as well as make decisions on complex and sensitive issues in an impartial and authoritative manner while balancing multiple competing interests is paramount.

The successful candidate will have demonstrated experience in leadership, strong communication, negotiation and collaboration skills and a progressive record of accomplishment over their career. To manage this office, the successful candidate must have experience working in a demanding environment, well developed organizational competencies in strategic planning, and financial management, political acuity, as well as knowledge related to employee relations legislation and practices. Pragmatic and well-attuned judgment will be needed to work collaboratively and confidently across the public sector, often in situations where various stakeholders bring different perspectives to bear on complex issues.
