Job Description

IPAC is preparing a proposal for a large framework project for French Speaking countries and is looking for English speaking or Bilingual experts to include in this proposal.  The consultants should have expertise in one or more of the following international development fields;

For the team of experts, we need to identify experts in the following thematic areas (related to Public Service):

  • Decentralisation
  • Territorial administration
  • Payroll management
  • "PETS”: The Public Expenditure Tracking Survey (PETS)  is a diagnostic developed and implemented by the World Bank. It tracks the flow of resources at sectoral level concerning certain expenditure up to its final destination to verify the compliance of the allocations, the processing time and the materiality of the expenditure.
  • SIGMA (civil service):  The OECD has developed a set of principles for public administration that aim to establish quality standards and prerequisites for the proper functioning of the State system.
  • “SAI-PMF”: The Supreme Audit Institution Performance Measurement Framework (SAIPMF) is a diagnostic developed and implemented by INTOSAI. It assesses the independence and quality of the external audit conducted by the supreme audit institution of a country.
  • “DEMPA”: The Debt Management Performance Assessment (DeMPA) exercise is a diagnostic developed by the World Bank. It analyzes the performance of public debt management.
  • “MAPS”:  The Methodology for Assessment of National Procurement Systems (MAPS) is a diagnostic developed by a group of donors, whose technical secretariat is managed by the OECD. It examines the effectiveness, transparency, and fairness of the public procurement system.

Travel is likely to be included in the project, so please apply only if you are available to travel in the upcoming years.
