Job Description

IPAC is looking for two Experts for a proposal for a project in Canada

The overall objective of this project is to contribute to strengthening and further enlarging the strategic partnership between the EU and Canada, to support dialogue in specific priority areas and to support the implementation of the EU-Canada Strategic Partnership Agreement (SPA) and, where appropriate, the Comprehensive and Economic Trade Agreement (CETA), but also other relevant agreements concluded between the EU and the Canadian Government. Specifically to provide the EU and Canada with adequate, timely and professionally competent technical assistance for the implementation of the “EU- Canada Policy Dialogues Support Facility”, through consultancy in specialized areas and logistics support, ensuring that activities are programmed and implemented in an efficient and effective manner and that foreseen results are achieved contributing to the realization of the overall objective.

Expert 1
The specific responsibilities: 
The Key expert 1 will have the responsibility to support the Team Leader in the implementation of the project including drafting specific ToR for the action, facilitating exchanges among different EU and Canadian stakeholders, and support the Project Coordination Unit (PCU) in the administrative tasks.

Qualifications and skills 
University degree, with at least a postgraduate degree (or equivalent) in areas relevant to the job (i.e. International Relation, Political Sciences, Economics, Law);
Good communication and facilitation skills;
Fluency in French and English;
Strong analytical skill and computer literacy 

General professional experience
Preferably 5 years of general professional experience.
A minimum of 3 years of working in project management and implementation. 
Working experience international cooperation projects in Canada is an advantage.

A total of 300 working days for the Key expert 2 are foreseen in this contract (5 working days per week).

Expert 2
The specific responsibilities:
The Key expert 2 will have the responsibility to support the Team Leader in the implementation of the visibility and communication strategy including drafting specific documents and press releases. He will be in charge of the contact with the media in cooperation with the EU Delegation Press and Information office. He will also support the PCU in the administrative tasks.

Qualifications and skills
University degree, with at least a postgraduate degree (or equivalent) in areas relevant to the job (i.e. journalism, public relations);
Good communication and facilitation skills; Fluency in French and English;
Strong analytical skill and computer literacy 

General professional experience 
Preferably 5 years of general professional experience. 
A minimum of 3 years of working in similar position. 
Strong knowledge of Canadian media and communication environment  
Working experience in Canada is an advantage.  

A total of 300 working days for the Key expert 2 are foreseen in this contract (5 working days per week). 

All experts must be independent and free from conflicts of interest in the responsibilities they take on.
