Job Description

Reporting to the General Manager of the Solid Waste Management Division, and as a member of the divisional Senior Management Team, you’ll be responsible for providing leadership to the Division on major business performance initiatives, and on the development and implementation of key policy and planning initiatives.
More specifically, as Director, Policy Planning & Outreach, you’ll maintain oversight of the Policy Planning and Outreach Section, with a particular focus on health and safety, customer service, and operational excellence, in addition to ensuring sound financial management within the Section.
This directorship encompasses the full gamut of managerial accountabilities – from directing all Section activities through a management staff team, to leading and motivating a diverse workforce, while ensuring effective teamwork, resolving controversial labour relations issues, ensuring high standards of work quality and organizational performance, and promoting continuous learning and innovation. It will also fall to you to develop and administer the annual budget, and control expenditures within budget limitations.
Both the City and the Division will count on you to develop, design and implement functional policies and programs that make major changes in overall business performance based on long-term needs, and contribute to the continuous improvement of divisional performance through analysis and the development and implementation of sound management practices and procedures. Leading by example, you’ll provide direction and guidance to program management staff, and ensure they have the processes and tools needed to increase efficiencies and improve effectiveness of services offered by the Section.
Among the other strengths you bring to the role of Director, Policy Planning & Outreach will be the following key qualifications:
1. Post-secondary education in a discipline pertinent to the job function (e.g. Public or Business Administration, Strategic Business Planning Public Policy, Law etc.) combined with relevant senior-level management experience, or an equivalent combination of education and experience.
2. Extensive experience in strategic planning and policy development and analysis, in a major public or private sector organization. 
3. Extensive experience as a transformational leader of complex projects, and/or strategic and operational reviews within a major public or private sector organization, including experience in leading process improvement and re-engineering in a variety of business functions and implementation of sound business strategies and systems. 
4. Experience in public engagements, consultations with government agencies, communities and First Nations.
Your experience in a complex political environment with direct involvement in political liaison attests to your political acuity and strengths as a communicator and negotiator, with the ability to build effective collaborative working relationships with all stakeholders – from employees and client divisions, to outside agencies, politicians, indigenous communities and other levels of government – in a large, diverse, multidisciplinary environment.
An effective decision-maker with a track record of accountability and results-oriented leadership, and a demonstrated commitment to our organizational values of diversity and inclusion, you’re well equipped to cultivate an innovative workforce of high-performing professionals in a positive service delivery culture. Knowledge of relevant legislation in the areas of municipal governance, budgeting,  service delivery, employee and labour relations, and occupational health and safety will add to your success in this role.
