Job Description

The PEI Department of Finance and Treasury Board Secretariat aims to encourage the development of an innovative, diverse and inclusive workforce which enables the organization to realize its goals. This is a senior level position reporting to the Chief Digital and Operating Officer. This position directs a team including IT Consultants, programming staff, system administrators, and publishing and mailroom teams.  The Director works with Departments, Crowns and Agency management to support existing IT systems to ensure the continued day-to-day operation of IT systems that are critical to business functions. Several systems require 24/7/365 day support and periods of peak use. The Director leads an application group that can building or configure, maintain or enhance, and eventually decommission applications through their life cycle.  The Director supports the continued movement towards enterprise level systems. The Director is also responsible to provide direction for the Document Publishing Center and mailroom operations, as well as Queens Printer as define under legislation.

Duties will include:   
- Providing leadership, vision and direction to the system support organization to ensure it will contribute to the Government of PEI achieving its goals;
- Developing productive relationships with business leaders across the organization to influence how applications can enable new sources of value;
- Defining and enhance methodologies and practices for the application life cycle management in line with best practice and practical experience of continuous improvement;
- Ensuring that applications processes (including those of external service providers) are conducted in line with corporate social responsibility, environmental and technical policies as well as applicable standards and legislation;
- Oversee the management of application group personnel, developing their skills and capabilities to meet the needs of the organization, as well as building on    existing recruiting capabilities to address new needs and skills gaps;
- Oversee the assessment of the technical and business fitness of the application portfolio and their associated costs and risks;
- Responsible to work with Chief Digital and Operating Officer and other IT leaders to implement the overall IT strategy in the context of the business operations;
- Accountable to work with stakeholders and an application governance council to define a prioritized set of business outcomes and application work to accomplish those outcomes within the limitations of the application budget;
- Responsible to continuously improve standards/tools/processes based on evaluation data of service offering and client satisfaction levels to provide daily service to departments;
- Communicates vision and values of the organization, emphasizing excellence at all levels engaging all staff in the division;
- Sets and communicates roles and expectations of team members to meet the goals of ITSS and Government;
- Sets direction and motivates through collaborative development and implementation of short- and long-term tactical plans to ensure capacity meets existing and future requirements;
- Fosters a positive working environment for team members and encourages respectful dialogue and invites feedback on decisions;
- Prepares capital budget submissions for projects which support the strategic plans;
- Reviews operational expenditure reports monthly and provides details for status quo reporting periods and forecasts appropriately;
- Responsible for the contracting of systems, vendors and the management of annual vendor support contracts;
- Provides guidance and advice in the development of ITSS’s Strategic Plan;
- Lead employees of the Document Publishing Centre and PEI Postal Service via guidance to the Document Publishing Center Manager and Supervisors;
- Responsible as the Queens Printer as defined under Queens Printer Act legislation;

Minimum Qualifications:
- A Bachelor's or Master's Degree in Computer Science, Engineering, Finance, Business Management or related field or equivalent experience;
- Experience managing a team in application development, implementation or management;
- Demonstrated equivalencies may be considered;
- Considerable experience in: Software design/development, mobile applications, application architecture, project management, software as a service (SaaS), software integration, automated software testing, data management/governance, business intelligence, security and/or business process analysis.
- Considerable years of demonstrated leadership experience building cross-organizational consensus with exposure to technology providers and/or business clients;
- Demonstrated experience managing a high-performing, cohesive team;
- Demonstrated experience in liaising with middle and senior management;
- Demonstrated experience in managing external IT service providers;
- Demonstrated experience years of experience managing the risk and cost implications of IT contracts or contract negotiations;
- Self-directed learning to enhance knowledge of current technology;

Salary Range: $44.75 - $55.93 per hour   (Level 24 Excluded)
