Job Description
Are you a strong leader who is interested in leading and managing the planning, development, research, and evaluation of strategic and operational policy initiatives? If so, then join the Ministry of Economic Development and Growth / Ministry of Research, Innovation and Science where you will provide expertise and advice to ministry executives, senior management and staff on policy options, legislation, risk, and issues management strategies.

What can I expect to do in this role?

In this role, you will: 
• Manage the planning, development and implementation of strategic policies, agendas, and frameworks 
• Oversee the design and establishment of policy development and legislative review models, processes, and methodologies that are consistent with government standards and best practices 
• Provide advice and expertise to ministry executives and senior management on strategic policy program decisions and provide recommendations on identified stakeholder issues and related risk analyses 
• Propose strategic policy recommendations to mitigate risk and manage identified issues 
• Manage a team in planning, research, development of options and recommendations 
• Manage project teams by authorizing project resources and deliverables 
• Determine project methodologies, resources and deliverables 
• Manage and coordinate the activities related to transfer payment management 
• Ensure the development of proper governance structures, policies and processes within organizations authorized to receive transfer payment and grant funding 
• Lead ministry, inter-ministry and inter-jurisdictional and inter-governmental committees, policy forums, and working groups 
• Build organizational capacity through effective human resources development 
• Establish and maintain strong working relationships with key partners and stakeholders

How do I qualify?

Leadership Skills:

• You are able to exercise managerial and strategic leadership accountability and authority in the areas of organizational design, recruitment and retention, talent management, labour relations and compensation related matters 
• You have knowledge of project management principles and methodologies to oversee and guide the overall delivery of mandates and strategies 
• You are able to strategically lead and manage the multiple policy project initiatives and you can oversee partnership development and consultation processes 
• You can lead and manage projects, initiatives, and research and analysis to identify issues and gaps in policy and program service delivery 
• You are able to develop evidence-based policy recommendations

Business Knowledge and Skills:

• You have knowledge of policy and program evaluation and research methods, economic analysis, and quantitative research methods, including environmental scans and computer software modelling 
• You are able to provide specialized advice and expertise to senior management and executives on policy and program strategies and issues 
• You can provide expertise, leadership and manage projects and teams in the research analyses of policy trends, gaps and issues 
• You have knowledge of policy expertise in a specific policy area 
• You have an understanding of policy development theory, practices, and methods and government/Cabinet, legislative, and political decision making processes

Technical Knowledge and Skills:

• You have knowledge of government and financial, administrative and procurement policies and directives to plan and manage fiscal and material resources 
• You have knowledge of human resources theories, principles, policies and collective agreements 
• You are able to develop organizational capacity which includes succession planning, talent management, organization and job design and labour relations management 
• You have knowledge of transfer payment management techniques and methodology to lead negotiations and risk assessment 
• You have knowledge of vendor management and government procurement principles, practices and methods, to authorize project contracts

Relationship Management Skills:

• You have excellent consultation and negotiation methods, techniques and best practices 
• You have knowledge of new and emerging trends in communications (e.g. social media and the government's vision) 
• You are able to manage the development and implementation of stakeholder, Indigenous and key partner relations and communications strategies to support ministry initiatives 
• You are able to foster and manage key partnerships and relationships with a range of cross-jurisdictional stakeholders for consultation purposes
