Job Description
Bring your exceptional leadership skills to this role with the Research, Science and Strategy Division, Ministry of Economic Development and Growth / Ministry of Research, Innovation and Science, where you will lead and manage the planning, development, research, and evaluation of strategic policies and initiatives regarding Disruptive Technologies to support delivery of the government and ministry program and mandate and to create and grow an innovation-driven economy.

What can I expect to do in this role?

In this role, you will: 

• Provide expertise and advice to ministry executives, senior management and staff on policy options, recommendations, risks, issues management strategies on provincial investment strategies and the impact of transformational technologies on the province's economy 
• Lead and manage development of a policy strategy, agenda, and framework to support delivery of a key government and ministry policy, program and initiative 
• Oversee the design and establishment of policy development review models, processes, and methodologies 
• Lead and direct the planning, facilitating, development, and implementation of partnership and stakeholder outreach strategies 
• Lead and manage stakeholder and public consultations, events, and outreach initiatives 
• Monitor and evaluate related programs, market conditions, technical feasibility, market opportunity, and emerging trends, developments and issues 
• Provide advice and expertise to senior management/executives on strategic policy and program decisions and directions 
• Lead, oversee, and manage policy development, policy implementation and program evaluation processes 
• Manage policy project teams in planning, research, development of options and recommendations, policy implementation, and program evaluation processes 
• Authorize project resources and deliverables 
• Oversee the preparation of project reports and recommendations 
• Lead, coordinate, and represent the government/ministry in any negotiations related to partnership agreements and pilot projects with provincial communities, industries, stakeholder sectors and other jurisdictions 
• Serve on ministry, inter-ministry and inter-jurisdictional committees, policy forums, and working groups 
• Lead business, financial, and results-based planning processes for Ministry programs/operations and services 
• Build organizational capacity through effective human resources development

How do I qualify?

Leadership Skills:

• You have knowledge of human resources theories, principles, policies and collective agreements 
• You are able to develop organizational capacity which includes succession planning, talent management, organization and job design and labour relations management 
• You have knowledge of project management principles and methodologies to oversee and guide the overall delivery of mandates and strategies 
• You are able to provide expertise and to lead and manage projects and teams in the research analyses of policy trends, gaps and issues, including systems modelling, and evaluation of best practices, options, costs and impacts

Business Knowledge and Skills:

• You have knowledge of advanced and disruptive technologies, cycles of technologies, and its impacts and broader application to the economy and society 
• You can provide expertise, advise investments, and lead policy and strategy development to help overcome the degree of skepticism towards disruptive technology 
• You have knowledge of policy and program evaluation and research methods 
• You are able to perform environmental scans and have knowledge of quantitative and qualitative methods 
• You have knowledge of policy development theory, practices, and methods 
• You have knowledge of government legislative and political decision-making processes to strategically lead and manage the multiple policy project initiatives, and to oversee partnership development and consultation processes

Technical Knowledge and Skills:

• You have knowledge of government financial, administrative and procurement policies and directives 
• You can plan and manage fiscal and material resources 
• You are able to review and approve budgets, manage facilities, assets, and contract service providers, lead long range fiscal planning and provide regular financial reporting 
• You can ensure compliance with financial protocols, audit principles, directives and guidelines

Relationship Management and Communication Skills:

• You have effective partner, stakeholder relations and consultation skills 
• You have knowledge of new and emerging trends in communications 
• You are able to manage the development and implementation of partner, stakeholder relations, consultation and communications strategies, plans and project initiatives 
• You are able to promote, communicate, and support program initiatives 
• You are able to build key horizontal relationships and lead and manage partnership negotiations and consultation processes
