This is your opportunity to explore innovative approaches to data collection, develop state of the art transportation demand modelling techniques, and implement exceptional project management techniques to inform the development of high-priority provincial transportation plans, policies and projects.

What can I expect to do in this role?

 

In this job, you will:

• support ministry and government transportation strategic directions and policy priorities 
• develop, plan and manage the research and development of provincial transportation planning policy
• provide technical policy expertise, advice, research, and information on transportation planning and policy issues to senior government officials for decision-making 
• lead, coordinate and support the implementation of transportation planning policy
• act as primary ministry contact on transportation planning and policy information, including analysing, researching, and responding
• identify and recommend innovative areas of planning and policy development to advance the transportation priorities of the ministry
• motivate, mentor, and provide leadership to a dedicated team of technical professionals, including determining work priorities and coordinating work activities
• lead multi-disciplinary inter-ministerial and inter-jurisdictional teams on major transportation planning and policy initiatives
• build partnerships and lead negotiation and consultation processes with other ministry and inter-jurisdictional groups
• develop and foster effective partnerships and consultation frameworks with industry and other levels of government

Leadership, Communication and Consultation Skills

• You can lead and motivate a team of technical policy professionals in developing transportation plans and representing the Ministry's transportation planning interests
• You can communicate in order to assist in developing a position on planning and policy matters and the ability to share and represent that perspective in working group settings
• You can develop linkages and consultation frameworks with a variety of partners and stakeholders by building partnerships, influencing and building consensus
• You can lead and represent an organizational position on committees and forums
• You can coordinate, prepare and present reports, policy documents, briefing material and issues analysis to senior management
• You can consult with external stakeholders, agencies, and the public to determine issues and interests
• You have demonstrated public speaking skills to represent the Ministry with the media and on committees, including conveying complex and technical issues, to stakeholder groups in non-technical language
• You can develop interpretive material to support the policy development and approval process

Policy Analysis Skills and Knowledge of Transportation Planning

• You have knowledge and experience with transportation planning, network planning, demand forecasting/modelling, and provincial highways management to provide technical information, advice and guidance to internal and external stakeholders
• You can conduct and present statistical analysis of travel survey data and census data as part of the assessment to identify and quantify transportation challenges and opportunities
• You have an excellent understanding of research principles and techniques to plan and coordinate complex transportation research projects that integrate a range of policy, economic, demographic, and technical data
• You can evaluate competing interests and concerns to identify issues and impacts, develop alternative options, and arrive at creative solutions
• You can ensure that the government agenda is reflected in policy proposals and recommendations
• You can provide policy advice to senior management and prepare submissions to support government initiatives

Project Management and Problem-Solving Skills

• You can plan, organize and execute major transportation projects and research initiatives involving a wide variety of stakeholders and multi-disciplinary team
• You can conceptualize potential solutions to transportation planning and policy issues or problems and develop appropriate alternatives options and solutions
• You can identify and respond to emerging and/or contentious policy and development issues, trends and best practices
• You can prioritize and handle competing priorities and tasks to ensure achievement of time sensitive files
• You can oversee and implement project management methodologies to manage and participate in several concurrent projects and direct assigned project staff and consultants
• You can lead, coach, and work on multi-disciplinary teams, chair technical and/or policy meetings and gain consensus from opposing positions among internal and external parties
• You can lead and coordinate policy and planning projects and asses project requirements in a changing environment
• You can evaluate competing interests and concerns of stakeholders to identify issues and impacts, and develop and recommend alternative policy or program approaches and solutions
