Reporting to the Executive Director of Human Resources, The Director Employee Well-Being is responsible for the overall strategic leadership and delivery of frameworks, plans and programs that proactively promote, enhance, and maintain HRM employee physical and mental well-being.
The Director will lead, mentor and coach a team of managers and professional staff in the design, communication, and administration of HRM’s corporate policies and programs to support employees who are dealing with physical and mental health issues in returning to and/or staying at work and to support managers and employees to meet HRM’s Occupational Health and Safety requirements.
As a member of the Human Resources Management Team, the Director will form part of the team responsible for developing the overall HR strategy for the Municipality.
Key Responsibilities
- Lead the design, development, and administration of HRM’s overall Employee Well-Being strategy and programs, including the prevention and management of workplace physical and mental injuries, the promotion and education of the benefits of employee physical and mental health and wellness, and the support for employees and managers of employees with health issues in the workplace.
- Lead the collection, development, and analysis of metrics to assess, monitor and report on HRM employee mental and physical well-being.
- Lead promotion and administration of HRM’s Corporate Safety Program.
- Develop and implement a framework to bring HRM into alignment with the requirements for a Psychologically Safe Workplace as defined by the Mental Health Commission of Canada.
- Provide expert advice on Employee Well-Being to the CAO, Executive Leadership Team, and Council
- Collaborate with partners in Diversity and Inclusion, Corporate Finance, Information Technology and Corporate Communications to ensure Employee Well-Being programs are inclusive, equitable, fiscally responsible, accessible, and valued by employees.
- Provide leadership, direction, advice, guidance, mentorship, performance feedback and development to the Employee Well-Being team (2 Direct reports and 8 indirect reports)
May perform other related duties as assigned.

Qualifications
Education & Experience
- Undergraduate degree in Psychology.
- Masters Degree in Organizational Psychology (a suitable combination of education and experience may be considered as an equivalency).
- Minimum 10 years’ experience in leading corporate employee wellness initiatives.
- Minimum 5 years’ experience managing a team of professionals in the delivery of wellness and/or safety programs.
- Experience working with Unions or in a Unionized environment.
- Experience working with First Responders (e.g. Police, Fire, etc.) considered an asset.
Technical/Job Specific Knowledge and Abilities
- Subject matter expertise in disability case management, employee wellness, workplace psychological safety and health promotion.
- Knowledge of Worker Compensation programs, Occupational Health and Safety principles and legislation,
- Thorough knowledge of human resource principles and best practices.
- Knowledge and skills in leadership and employee engagement

Physical Effort
Limited physical effort required.
Physical Environment
Majority of time spent in front of a computer in an office setting. Occasional exposure to mild unpleasant or disagreeable conditions such as negligible conditions of dust, noise, etc. Remote possibility of risk of accident or health hazards.
Mental Stress
High stress with competing priorities, strict deadlines, senior clients. Overtime will be required as determined by individual projects or deadlines. Mental demands also vary depending on individual projects. Contributing factors to the amount of stress include the degree of risk, imposed deadlines, and limited resources.
