Marlyne Casey holds a Bachelor's degree in Sociology from Laval University and completed postgraduate studies in sociology at Laval University in 1998. Graduated in 1996 with a Bachelor’s degree, she joined the Quebec Public Service officially in 1998 as Head of an employability program entitled Jeunes Volontaires (trad.: Young Volunteers) at the Ministry of Employment and Social Solidarity. Concerned about the integration of young people in the Quebec job market, Marlyne was designated head of youth programs, and would be called upon to collaborate in the development of several initiatives aimed at addressing barriers to the integration of young people in the Quebec workforce.

As early as 2001, she became Executive Assistant to the Associate Deputy Minister responsible for Employment Quebec. Having always been called upon to take on new challenges, from 2007 to 2010, she held various positions at the Under-secretariat of State Modernization at the Treasury Board Secretariat as well as the Ministry of Government Services.

In 2008, in addition to her role as Acting Director of the governance framework monitoring at the Treasury Board Secretariat, she coordinated the 60th IPAC Annual Conference held in Quebec City. That same year, she was appointed to the Board of Directors of the Institute of Public Administration of Quebec (IAPQ) as Manager before being offered the position of Executive Director of the Institute, a position she has held since June 2012.

Ms. Casey is closely associated with the organization and management of IAPQ and IPAC activities and is active in the promotion and enhancement of public administration.
