The interactive webinar will feature a first-of-it’s-kind digital case study model for IPAC Canada members, presented as Netflix-style media content with key characters ranging from public service and political decision-makers to student advocates and journalists.

Speakers

Sam Andrey, Director of Policy & Research, Ryerson Leadership Lab
Sam Andrey is the Director of Policy & Research at the Ryerson Leadership Lab, an action-oriented think tank that takes a leadership development approach to some of today’s most pressing civic challenges. He also teaches about public leadership and advocacy at Ryerson University and George Brown College. Sam previously served as the Manager of the Student Financial Assistance Program in the Ontario Ministry of Training, Colleges and Universities and as the Chief of Staff to Ontario’s Minister of Education. He also worked for the Council of Ministers of Education Canada (CMEC) and as the Executive Director for the Ontario Undergraduate Student Alliance (OUSA) advancing equitable access to postsecondary education. 




André Côté, Principal with Cote & Company Strategies

André is Principal with Côté & Company Strategies, a public interest-driven consultancy that works with clients across the public, private and non-profit sectors, in areas ranging from higher education and digital technology to public finance and cities. His previous role was as Chief Operating & Strategy Officer with NEXT Canada, a national non-profit organization that offers training and incubator programs for entrepreneurs and start-ups - with a focus in artificial intelligence. Prior to that, he served for three years as Senior Advisor to Ontario’s Deputy Premier, President of Treasury Board, and Minister of Advanced Education and Digital Services, helping to design and lead many exciting initiatives including the transformation of Ontario’s OSAP student aid program; the
government’s first Digital Services Strategy; and the Highly Skilled Workforce strategy to redesign employment and training services for a changing job market.


Noah Morris, Assistant Deputy Minister,
Enterprise Financial Services Division, Ontario Ministry of Government and Consumer Services
Noah Morris was appointed Assistant Deputy Minister of the Enterprise Financial Services Division on January 21, 2019. Prior to this, Noah was the Assistant Deputy Minister of the Advanced Education Learners Support Division, with responsibility for improving student access and protection, and for improving digital access for Ontario’s post-secondary learners. Noah was also the Director of the Student Financial Assistance Branch, Director of Finance for the Ontario Ministries of Education, and Training, Colleges and Universities. Over the course of his 28 year career, Noah has held a variety of positions in the Ontario Public Service, including executive positions in Treasury Board, Management Board of Cabinet, Community and Social Services, and Municipal Affairs and Housing. Noah holds an undergraduate degree from McGill University, and Graduate degrees from McGill and Queen’s University.
