Meet the 2024 IPAC Annual Conference Keynote Speaker and Champions 

The 2024 IPAC Annual Conference will bring together respected leaders in public administration, with The Honourable Robert Rae serving as the keynote speaker. As Canada's Ambassador and Permanent Representative to the United Nations in New York, Robert Rae brings decades of experience in governance, diplomacy, and humanitarian efforts. His keynote, titled "Policymaking in Times of Crisis," will provide invaluable insights on navigating global challenges and shaping effective public policy. 

Joining him at the conference are our Conference Champions, key figures who are leaders in their respective fields: 

  • Felicia Wiltshire: Director of Customer Service & Communications, City of Winnipeg, with over 20 years of experience in municipal and provincial roles. 

  • Diane Gray: President, Prairies Economic Development Canada (PrairiesCan), a recognized leader in economic development with extensive public sector experience. 

  • Jan Forster: Deputy Minister, Advanced Education and Training, Government of Manitoba, a long-serving public servant with a strong background in education and government strategy.
