Ontario Municipal Benchmarking Initiative

This case provides an example of both the development of performance measurement systems in a complex environment, but also of the development of cross-jurisdictional comparative measurements leading to the identification of benchmarks and leading practices within those jurisdictions. As such, the case can be used in the academic setting for exploring these topics in the application of theory in these areas as well as in the organizational setting to review steps taken and lessons learned in this process. This Initiative is ongoing and, as such, subject to change. Its website ' www.ombi.ca ' provides a rich source of documentation on the initiative. This case also benefited from interviews with participants who have been involved in it for some time. Includes a teaching note.
