From Recovery to Mitigation

Presented by Erin Robbins, Director of Recovery and Mitigation, Government of Manitoba, this webinar introduces Manitoba’s EMO Recovery and Mitigation branch and how programming in the branch is adapting to climate change impacts by expanding on its traditional recovery programming in order to move Manitoba to a more proactive mode of action on disasters, reduce future disaster impacts, reduce the fiscal burden of disasters and increase resiliency for the province, municipalities and the public.

The presentation provides:

• An overview of the Disaster Financial Assistance program, recent disaster events in Manitoba and lessons learned
• An introduction to Manitoba’s new Mitigation and Preparedness Program
• An overview of EMO’s disaster mitigation planning for the future

Keynote address by Dr. Susan Prentice at the IPAC Manitoba AGM, help March 23, 2022.
Dr. Susan Prentice is Duff Roblin Professor of Government at the University of Manitoba, and Professor of Sociology. She was one of 15 members of the federal Expert Panel on Early Learning and Child Care, and is a member of the Statistics Canada Expert Advisory Group. She is a former Margaret Laurence Chair in Women’s Studies.

Led by Matthew Cook, Senior Data Scientist with the Data Science Program at the Manitoba Labour, Consumer Protection and Government Services, this presentation discussed how to make sense of vast amounts of data through summaries, how to visualize and quantify the relationship between variables, and how to think about the most common data analysis problems.

IPAC Manitoba hosted a panel discussion on the 40th anniversary of Manitoba’s Francophone Affairs Secretariat, featuring Guy Jourdain and Teresa Collins, past and current Executive Directors of the Secretariat.

On February 10, 2021, IPAC Manitoba held an event on Personal Safety for Public Servants with Nicole Arnould-Cott, Director of Legislative Security Services with the Manitoba Legislative Assembly.

On August 26, 2020, IPAC Manitoba held a webinar with Sarah Everts and Chris Dornan of the Carleton University School of Journalism and Communication to discuss their recent research on COVID-19, public awareness, and disinformation.

IPAC Manitoba hosted Jeff Koziuk of SAS and Guy Gordon, Executive Director of Innovation and Service Delivery in the Government of Manitoba, to showcase how roles of public servants are rapidly changing in light of deployment of advanced analytical and decision making tools. Case studies showed how workforce automation, Internet of Things, assisted adjudication and data visualization are already changing the role of policy analysts, regulators, social workers, and financial managers.

Emergency Management Engagement Strategy

This webinar was presented by Robert Munro, Manager of Education and Quality Assurance at Manitoba Emergency Measures Organization (EMO). The objective of this presentation is to provide the audience with a clear representation of a behind the scenes look into the preparedness and response phases of an emergency and the systems that are required to appropriately manage an event.

Facilitated by Matthew Cook, Senior Data Scientist with the Data Science Program at the Manitoba Labour, Consumer Protection and Government Services, this workshop will provide hands on experience visualizing data using R using the ggplot2 package and will build directly on the Introduction to R workshop

Governments need to be able to effectively and efficiently navigate the modern digital world with unprecedented disruptions. Beyond technological changes, governments are provided an opportunity to re-conceptualize authority, accountability, and the role of government in the digital era. Public services need to adapt efficiently to serve citizens effectively. The panel discussion will include perspectives from policy, governance, data science, behavioural insights, to approaches on how to build and lead digital teams.

IPAC Manitoba hosted a keynote discussion with Cordella Friesen and Matthew Cutler to discuss their key role and perspective as leading members of Manitoba’s COVID-19 response and vaccine rollout.

On November 19th, 2020, IPAC Manitoba hosted a virtual panel discussion on the gendered impacts of the COVID-19 pandemic in Manitoba. The discussion was led by expert panelists from government and community organizations who talked about this timely issue from various perspectives including Indigenous, human rights, LGBT2SQ+ and family violence.

Founded in 2016, the Certificate of Indigenous Relations Program was created by a small group in the Manitoba Department of Conservation and Climate, before being expanded to the Department of Agriculture and Resource Development in 2018. In 2020, the program won the Gold Medal at the IPAC Deloitte Public Service Leadership and Excellence Award.

A webinar on the "What, Who, and How of Emergency Management in Canada"

Presented by Johanu Botha, PhD (Assistant Deputy Minister, Emergency Management, Government of Manitoba), this presentation is a first in a series of emergency management in Canada. It will provide an overview of what Canadian EM looks like, who does it, and how it is done. It provides a picture of an established professional practice and policy sphere not always well understood by other areas of government, academia, or the general public. The robust foundation for EM is laid out before the opportunities for improvement are discussed. Government officials, scholars, and leaders from all sectors may find some benefit in participating, especially as they all may play a role in the EM of the future.

IPAC Manitoba held a discussion with Shipra Verma, Chief Electoral Officer for Elections Manitoba, about the 40th anniversary of that office. The discussion was moderated by Dr. Royce Koop, Assistant Professor of Political Studies at the University of Manitoba.

On October 27, 2020, IPAC Manitoba hosted a webinar with Sasha Tregebov from BIT Canada on behavioural insights in the context of COVID 19. In the webinar, he discusses how behavioural research is being used to help governments influence public behaviour and target their messaging.

During a keynote at the IPAC Manitoba 2020 AGM, Pamela James from Canada’s Free Agents Program discussed the program’s inception, functioning, and successes.
