This case focuses on two dimensions that often intersect in public
management: revitalizing an organization and reorienting its culture, in this case from one involved in rule-making and control to policy leadership and innovation. In the context of a central agency, this challenge is enhanced by the need to ensure adequate controls over key administrative practice without also prescribing details procedures on operating agencies. The case centres on the development of an organizational strategy for a unit in need of change by a change agent brought in for that purpose.
