Council-Staff Relations: Short Vignettes

This case is actually a series of short vignettes about council-staff relations. They are all written from the perspective of the chief administrative officer. Each one describes a particular situation which confronts the CAO and requires participants to decide how they would respond to the issue. Most of the vignettes have an ethical component to them, although some are based more on practical day-to-day issues.
They have been developed from and tested in years of teaching mid-career public servants. In fact, many of the vignettes have originated from the participants. Most of the vignettes have some basis in factual situations, although they have all been cleansed of references to specific people or places. This material can be used in class simulations or group discussions.
