Moving up the Curve in Ontario Healthcare

Author: Elinor Caplan, Tom Bigda-Peyton, Maia MacNiven, Sandy Sheahan
Publication Date: 2012

This book is part of the Queen's Policy Studies Series #84; McGill-Queen's University Press (2011), and a publication of the Institute of Public Administration of Canada.

The book provides an overview of the Health Transformation Learning Partnership (HTLP) project. The HTLP project was a four 'year healthcare innovation project supported by the Ontario government, and led by the Institute of Public Administration of Canada. The Ministry of Health and Long-Term Care was a project partner.

This innovative project involved the transformation of three healthcare organizations in Ontario - North York General Hospital, York Central Hospital, and the South East Community Care Access Centre - using a combination of organizational transformation techniques.

The techniques used include the development of balanced organizational scorecards, balanced governance scorecards, strategy maps, accountability agreements and process improvements, to improve quality and safety within the organizations, and to enhance the organizations' ability to respond to changes in their environment. The project also involved the innovative use of story-telling to enhance results. The results of these approaches and the lessons learned were tracked and documented and are shared in this book.
