The employee in this case is an official of a public service union. The case also provides an opportunity to assess the operation of the grievance procedure established for federal public servants by the Public Service Staff Relations Act. The instructor's manual contains an abridged version of the actual decision and the reasons for the decision, in this case given by the Chief Adjudicator of the Public Service Staff Relations Board.
