This case study examines an acquisition issue that sometimes inculpates political staff. The study focuses on the replacement of the Sea King helicopter fleet in Canada. This story has been a proof of what can happen when ordinary paperwork is politicized. It also illustrates how state acquisition processes can be manipulated and how the Prime Minister and his staff can take up policy issues.
