Collective Bargaining with Interns and Residents

Disagreement between the Professional Association of Interns and Residents of Ontario (PAIRO) and the teaching hospitals culminated in a strike. At issue was the role of house staff (i.e. employees or students?) and accompanying questions about the meaning of professionalism, as well as the appropriate mechanism for resolving disputes among "essential employees". A variety of actors were involved, including three government ministries, the universities, deans of medical faculties, boards and administrators of teaching hospitals, the media, and a minority government facing a possible election.
