Ten years ago, information technology was already widely used in the private and public sectors; but the City of Montreal was running behind in the information systems race. Although the city administration relied upon its main frame to manage property taxes, employees’ salaries, master files and other such applications – on the whole – information management was never of prime concern for city authorities.
