Elusive IPB System

A two-part case study dealing with the decision to apply PPBS and MBO in a government department. It sets out to indicate the reasons underlying the department's commitment to IPB (Integrated Planning-Budgeting) and to outline briefly the overall planning-budgeting system and secondly to examine the reasons why that appeared to be an initiative of considerable significance faltered.
