Administrative Ethics in Differing Cultures

The objectives of these three mini cases is to analyse the complexity of ethical questions, and to consider the impact of differences in cultural perspectives. Each of the cases is a true case of a dilemma faced by a civil servant. In two of the three situations the dilemma occurred in Canada. These cases represent a hypothetical dilemma, which could be faced by a civil servant. The civil servants in question are all employed by the government of a small, very poor, underdeveloped country.
