Leader and Partner, Technology and Transformation, Deloitte

Shannon Kot is an experienced leader and Partner in Deloitte’s Technology and Transformation practice, focused on supporting Public Sector clients on their most critical technology-enabled transformation initiatives. She has a passion for health and human services and on helping her clients deliver the services that Canadians rely upon with greater efficiency, impact, and quality outcomes. Shannon is currently leading Deloitte’s work with Employment and Social Development Canada related to Benefits Delivery Modernization (BDM) and has been involved with this program at multiple stages over the last 10 years.

Monika Queisser

Senior Counsellor to the Director and Head of Social Policy, OECD

As Head of Social Policy Division, where she supervises and coordinates the work on social protection spending, social indicators, pensions, family and youth policies, gender equality and diversity, housing and poverty.

Her background is in pension system analysis and pension reform. She has been working at the OECD since 1997. In 2007-8, she worked as an adviser to the OECD Secretary-General. Prior to joining the OECD, Ms. Queisser worked at the World Bank in Washington, D.C. She was a member of the pensions and insurance group in the Financial Sector Development Department. Her first employment was with the German ifo institute for economic research in Munich. Her professional experience also includes employment as a journalist at daily newspapers and broadcasting in Germany.

Martin Duggan

Martin Duggan

Social Program Transformation Advisor

Martin’s career has focused on transforming social security and social services organisations. He has undertaken leadership roles in major transformation projects in Canada, the USA, the UK and Australia and advised on projects across Europe and Asia.

Martin has a background in software, management consulting and social policy having worked for IBM, Curam Software, the Canadian Federal Government, the US Federal Government and as an independent consultant. He has authored a variety of white papers on Social Security Transformation and is a regular conference speaker. He is currently a Non-Executive Member of the UK Department for Work and Pensions Transformation Advisory Committee, a board member of the Stewards of Change (a US think tank on Human Services data integration), and Chairs the board at Augintel (a USA based AI company specialising in the use of National Language Processing for Child Welfare organisations).

Ernesto Brodersohn

Ernesto Brodersohn

Senior Official, International Social Security Association.

Ernesto is a senior official at the International Social Security Association (ISSA) in charge of coordinating the technical commissions of Organization, Management, and Innovation (OMI) as well as Information, Communication, and Technology (ICT). Since 2022, he has coordinated different activities established in the topical priorities within the Technical Commissions that include coordinating and moderating webinars, international conferences, technical seminars and workshops, as well as leading and coordinating reports, short articles, and other specialised content.

Before ISSA, he was an independent consultant working on various projects with international organisations supporting government entities and regulators to build capacity and strengthen pension systems. During his five years as an independent consultant, he worked in Africa, Latin America, Middle East, and the Caribbean, where he led and participated in various pension and coverage extension projects.

From 2003 through 2016, he worked in the Mexican government (CONSAR), where he held different positions. His last position was General Director of Regulation and Financial Inclusion, where he took a lead role in coordinating pension system stakeholders, coordinating activities, and facilitating dialogue focused on achieving results. He was responsible for designing and creating regulations that would ensure and improve management and operations in the pensions industry and among different stakeholders. He also established technology-driven regulation and oversaw implementation through the use of innovative regulatory frameworks. He played a crucial role in major social protection reforms, including the design and implementation of reforms focused on increasing savings, such as demand-side incentives (e.g., behavioural insights) and supply-side regulation, as well as unemployment benefit reform and the civil servants’ pension reform of 2007. He oversaw regulatory changes and implementation to incorporate various digital solutions, including an interoperable biometric identification system enabling interaction between dozens of different entities.

Steven Janiec is the Lead for the German Pension Insurance Agency with Deloitte Germany. Steven is a Partner in Health and Human Services in Consulting at Deloitte Germany, focusing on Social Services and citizen benefits delivery. He is a driven and results-oriented leader with over 18 years of experience and a proven track record of successfully delivering complex social security transformation and large-scale digital projects, generating significant improvements in efficiency, service delivery, and citizen engagement. Steven has previously worked on numerous papers around social policy reform including strategic foresight research methods.
