Integrity First: Values and Ethics for a Modern Public Service
Throughout their working lives, public servants will confront many challenging ethical scenarios where an appropriate ethical path is not abundantly clear. Guided by organizational rules and values, some situations are easy to navigate. Others, however, are much more challenging and could potentially impact their ability to maintain public trust. Together with the Schulich ExecEd, Schulich School of Business at York University, IPAC has developed a training program focusing on key aspects of values and ethics in the public service, with a special emphasis on the development and maintenance of high ethical standards amid rapid change in the public service at all levels of government in Canada. Through this course, public servants will gain valuable information to protect themselves and others from challenging ethical scenarios and communicate to their employers and stakeholders that they are certified through IPAC and Schulich to uphold the highest ethical standards in their professional lives.

This course focuses on key aspects of values and ethics in the public service, with a special emphasis on developing and maintaining high ethical standards amid rapid change in the public service at all levels of government in Canada. Content for the course is grouped into three themes:
- Values and Ethical Foundations for Public Servants
- Ethical Decision-Making
- Protections and Responsibilities
Upon completion, receive digital credentials from IPAC and Schulich ExecEd, showcasing your capability to uphold industry standards. The program qualifies for many Professional PD requirements.
Schulich ExecEd brings its expertise having graduated over 2,000 public sector leaders. IPAC, with its celebrated history, is renowned for supporting excellence in the public sector since the 1900s.
Together, we aim to equip professionals with the tools and insights needed to navigate complex ethical challenges.
Program Features
Online Learning Platform
Participants will receive access to an online learning platform for access to the Zoom link, additional resources, and the final quiz. The link and login credentials will be sent to you upon your registration. The recording of the session will be available on the platform and will be available for reference for 3 months.
Guest Speakers
This session will feature a speaker active in the Public Sector for a fireside chat to provide insight, experience, and connection to the topic of values and ethics.

Christiane Fox, Deputy Clerk of the Privy Council
Christiane Fox was appointed Deputy Clerk of the Privy Council and Associate Secretary to the Cabinet, effective January 27, 2024.
Prior to her appointment, Christiane held several deputy minister roles across the public service. She was the Deputy Minister of Immigration, Refugees and Citizenship Canada from July 2022 to January 2024, the Deputy Minister of Indigenous Services Canada from September 2020 to July 2022, the Deputy Minister of Intergovernmental Affairs from November 2019 to September 2020, and the Deputy Minister of Intergovernmental Affairs and Youth from June 2017 to November 2019. She is also the Deputy Minister Champion of the Federal Youth Network.
Christiane has also held several positions at the Privy Council Office, including Assistant Secretary to the Cabinet, Communications and Consultations; Director of Operations, Policy, in the Federal-Provincial-Territorial Relations Secretariat; and Director General of Communications.
Rob Reynolds, Lawyer, Senior Counsel, Alberta Counsel
Rob Reynolds, studied Political Studies at Queen’s University and Political Science at the University of Alberta. Joining Alberta’s Department of Federal and Intergovernmental Affairs in 1980, he contributed to constitutional negotiations and the Meech Lake Accord. After law school, he practiced at Brownlee Fryett before rejoining the Alberta Public Service, eventually serving as Clerk of the Legislative Assembly. Since 2019, Rob has practiced public law at Alberta Counsel, appearing in various courts and advising on governance issues. Awarded Queen’s Counsel in 2004 and the Queen’s Platinum Jubilee Medal in 2022, he also serves as Chancellor of the Anglican Diocese of Edmonton.
Quiz
Post-program participants will have a quiz on key learnings from the module. Participants will have 7 days to complete the quiz from the end of the program date. The module will require a 80% passing grade; the quiz will consist of both multiple-choice and reflection questions directly related to course content.

Values and Ethical Foundations for Public Servants
|
This module will:
- Reinforce the core responsibilities of public servants in ethics to increase awareness and identify best practices in the field.
- Discuss core responsibilities of public servants, in areas of ethics to further unpack concepts of bolstering public trust, public interest, and political neutrality.
- Identify how to apply concepts like fairness and the principle of natural justice directly to your work, team, and organization.
- Identify the intersection of values, rules and ethics and detail the interplay between public service values and ethical conduct.

Ethical Decision-Making
|
The module will:
- Discuss various ethical scenarios in which public servants may be placed, including those involving abuse of authority and resources, cases of undue influence, data breaches and violations of customs and conventions to provide an opportunity for discussion and reflection.
- Identify ethical and values breaches and find opportunities to discuss courses of remedy.

Protections and Responsibilities
|
The module will:
- Discuss various protections available to public servants to ensure there is personal and peer accountability in place to hold each other to the highest ethical standard.
- Review whistleblowing laws, public inquiries, reporting lines, codes of conduct, and the role of ombudspersons and various agents of Parliament to ensure participants have updated to knowledge and understanding of these key protection responsibilities.
- Identify outlets of recourses, including legal outlets, in which to report unethical actions or those that violate their respective codes of conduct or organizational values codes.
