Michel El-Khoury

Michel El-Khoury is a Partner in Deloitte's Strategy and Business Design practice. He is the Canadian Financial Sustainability leader for Government and Public Services and is part of Deloitte’s global leadership team for Fiscal Sustainability in Government.

Michel has 20 years of experience in strategy, transformation and business model innovation. He currently serves federal and provincial governments in Canada on their most pressing problems including business transformation, strategy development and operating model design. During his tenure with Deloitte, Michel has held several leadership roles including Lead Client Partner roles and Business Industry Leader for Strategy, Risk and Transactions in Government.

Michel possède 20 ans d’expérience en stratégie, transformation et innovation des modèles d’affaires. Il conseille actuellement les gouvernements fédéral et provinciaux sur leurs enjeux les plus pressants, notamment la transformation organisationnelle, l’élaboration de stratégies et la conception de modèles opérationnels. Michel has served clients in Canada, the United States, Europe, and the Middle East. Prior to joining Deloitte, he was a technology consultant with Ericsson, serving global telecom providers.

Peter Wallace

Peter Wallace is Senior Fellow at the Munk Institute of Global Affairs and Public Policy and a Fellow at the CD Howe Institute.

Peter is an experienced public policy practitioner, with 40 years of service at all levels of government. Key roles include Secretary of the Treasury Board for the Government of Canada, City Manager of the City of Toronto, and Secretary of Cabinet and Head of the Public Service for Ontario. Earlier senior roles in the Government of Ontario include Deputy Minister of Finance and Treasury Board, Deputy Minister of Energy, and Associate Secretary to Cabinet and Deputy Minister, Policy.

Peter est un praticien chevronné des politiques publiques, ayant cumulé 40 années de service à tous les ordres de gouvernement. Parmi ses rôles clés figurent celui de secrétaire du Conseil du Trésor du gouvernement du Canada, directeur municipal de la Ville de Toronto, ainsi que secrétaire du Cabinet et chef de la fonction publique de l’Ontario. Il a également occupé des postes de haut niveau au sein du gouvernement de l’Ontario, notamment sous-ministre des Finances et du Conseil du Trésor, sous-ministre de l’Énergie, et secrétaire associé du Cabinet et sous-ministre des Politiques.

Peter is an independent trustee for the University Health Network. He is past Chair of the Ontario Financing Authority, Great Lakes Fishery Commission and Ontario Lottery and Gaming Corporation.

Peter est administrateur indépendant pour le Réseau universitaire de santé. Il a déjà été président de l’Office ontarien de financement, de la Great Lakes Fishery Commission et de la Société des loteries et des jeux de l’Ontario.

Peter received the 2024 Vanier Award from the Institute of Public Administration of Canada in recognition of his extensive public service leadership.

Sarah Thiele

Sarah is the Clerk of Executive Council and Cabinet Secretary, Government of Manitoba. She has two decades of well-rounded, diverse experience with the public service. Most recently, she served as Manitoba’s Deputy Minister of Transportation and Infrastructure, overseeing investments in Manitoba roads, water control infrastructure and northern airports, as well as leading Manitoba’s emergency management organization.

Sarah est greffière du Conseil exécutif et secrétaire du Cabinet du gouvernement du Manitoba. Elle cumule deux décennies d’expérience diversifiée au sein de la fonction publique. Plus récemment, elle a été sous-ministre des Transports et de l’Infrastructure du Manitoba, supervisant les investissements dans le réseau routier, les infrastructures de régulation des eaux et les aéroports du Nord, tout en dirigeant l’organisation provinciale de gestion des urgences.

Sarah spent much of her career to date in the Department of Finance with the Treasury Board Secretariat, as Assistant Deputy Minister of Strategic Management and Analysis, providing advice on provincial operating and capital budgets. She also served as Secretary to the Fiscal Responsibility Committee of Cabinet.

Sarah a passé une grande partie de sa carrière au ministère des Finances, au sein du Secrétariat du Conseil du Trésor, à titre de sous-ministre adjointe à la gestion stratégique et à l’analyse, où elle offrait des conseils sur les budgets de fonctionnement et d’immobilisations de la province. Elle a également été secrétaire du Comité de la responsabilité financière du Cabinet.

She supports a government-wide approach to delivering effective and efficient services across systems, and has participated as an executive steering committee member for several major initiatives, from procurement modernization and finance and administration consolidation to IT services innovation.

Jennifer Church

Jennifer Church is Deputy Minister and Chief Executive Officer for the Province of Nova Scotia’s Office of Service Efficiency. She has previously held positions as the Deputy Minister of the Office of Priorities and Planning, CEO of Communications Nova Scotia, and Associate Deputy Minister for Inclusive Economic Growth. She has also held senior roles with the Halifax Regional Municipality and the Halifax Chamber of Commerce.

Jennifer Church est sous-ministre et directrice générale du Bureau de l’efficacité des services du gouvernement de la Nouvelle-Écosse. Elle a auparavant occupé les postes de sous-ministre du Bureau des priorités et de la planification, de PDG de Communications Nouvelle-Écosse et de sous-ministre associée à la croissance économique inclusive. Elle a également occupé des postes de direction au sein de la Municipalité régionale d’Halifax et de la Chambre de commerce d’Halifax.

Among her ongoing academic accomplishments is her foundation as a graduate of Dalhousie University’s Master of Public Administration (MPA) program, as well as certificates in Behavioral Insights and Public Policy (Harvard Kennedy School) and Leading Complex Systems (Royal Roads University).
