From the Arab Spring to the Occupy Wall Street movement, many recent events exemplify a growing desire of the general public to influence government decision-making. Free and fair elections are the starting point for a democracy, but in order to thrive it needs a suitable electoral system and citizens must have meaningful ways to participate in the decision- making process.
