An increasing number of Canadian cities have chosen to appoint a single officer, the CAO, as the continuing head of the civic administrative organization. This monograph explores the development of the role and purpose of the CAO. It raises questions about the establishment of the position and the unique role it plays within the municipal institutional framework. How did the position evolve and what were some of the reasons that led to its establishment? .What is the general range of responsibilities usually assigned to a CAO? What difficulties, if any, arise with respect to the relationship of the CAO to the mayor, the council, the heads of the principal departments and agencies and the public? What is the education and experience background of municipal CAOs? Drawing on the few Canadian documents available on this topic, on some survey results and on the author's own experience with city government and administration over four decades, this monograph attempts to answer these questions. It concludes with some observations about the development of CAOs and about the importance of leadership.
