Call for Ethics and Governance Sector Experts
for Project Work in Tanzania


The Institute of Public Administration of Canada (IPAC) is looking for a project director and expert advisors in Ethics and Governance capacity building for a three year project in Tanzania.

The project director position will be based in Tanzania for the three year period.  Expert advisors will travel to Tanzania for approximately 5 weeks/year.

In-country Project Director:

IPAC is seeking an in-country Project Director for Tanzania with the following experience and skills:

A law degree or at least a masters degree in public administration, management or a related field;At least 10 years of international experience, including at least 3 years in Sub-Saharan Africa.;At least 3 and ideally 10 years experience managing large, multi-year development projects;The ability to live and work in Tanzania for 3 years;Listed qualifications for one of the three Advisor positions listed below

Ethics Advisor

  • A law degree or at least a masters degree in criminology or a related field
  • At least 15 years of professional experience in the sector, including 3 years in Sub-Saharan Africa
  • At least 3 years of professional experience in 4 or more of the areas listed below:

 Forensic, evidence based investigation approaches
 Administrative compliance investigations
 Preparing briefs of evidence to criminal or administrative investigative standards
 Forensic accounting and auditing
 Experience in interviewing techniques
 Experience as a trainer in investigative approaches or standards
 working in or with ethics watchdog organizations

Investigations Advisor

IPAC is seeking an Expert in public sector ethics investigations with the following experience and skills:

  • A law degree or at least a masters degree in criminology or a related field
  • At least 15 years of professional experience in the sector, including 3 years in Sub-Saharan Africa
  • At least 3 years of professional experience in 4 or more of the areas listed below:

 Forensic, evidence based investigation approaches
 Administrative compliance investigations
 Preparing briefs of evidence to criminal or administrative investigative standards
 Forensic accounting and auditing
 Experience in interviewing techniques
 Experience as a trainer in investigative approaches or standards
 working in or with ethics watchdog organizations

 Legal and Conflict of Interest Advisor

IPAC is seeking an Expert in public sector legal and conflict of interest with the following experience and skills:

  •  A bachelors degree in law or administration (preferably a Masters) or a related field
  •  At least 15 years of professional experience in the sector, including 3 years in Sub-Saharan Africa.
  • At least 3 years of professional experience in 3 or more of the areas listed below:

 Working with Tribunals
 Working with public administration systems and procedures
 Working on issues related to blind trusts
 Working with or in an ethics watchdog institution
 Experience as a trainer in a relevant field
