Managing Director, Government Relations and External Affairs
(Temporary up to 12 months)


The Halifax Regional Municipality is seeking qualified applicants for the 12 month term position of Managing Director, Government Relations and External Affairs.

Reporting to the CAO, this position leads a team of professional staff in government relations, public policy, corporate affairs and economic development. As a member of the Senior Management Team, the Managing Director provides strategic counsel to all parts of the organization on business, government, economic and public policy issues.  The position is responsible to lead the organizations efforts in all aspects of external affairs, building a solid working relationship with other levels of government and community partners.  Advising and supporting the executive and senior management across the organization on managing corporate strategy, corporate affairs and strategic partnership development are key components.

General Responsibilities

  • Provide leadership & management to a multi-disciplinary professional staff team
  • Responsible for Government Relations & External Affairs budget and business plan development  and compliance
  • Effectively manage an annual operating budget of more than $2 million
  • Ensures a performance driven unit that continually strives to meet and exceed corporate outcomes  and performance measures

Government Relations and Partnerships Development

  • Lead, direct, manage and implement HRM’s government relations and strategic partnership agenda
  • Create and maintain a disciplined and structured approach to the delivery of external affairs across  the organization
  • Develop and maintain senior organizational relationships with stakeholders & ensure they become embedded in the organization
  • Align with internal and external partners to achieve the priorities of Halifax Regional Council & corporate strategic outcomes
  • Plan, organize, execute and/or approve strategies for government relations and partnership development
  • Ensure continued organizational attention to the importance of developing and maintaining strategic partnerships
  • Regularly review and report on performance progress in support of corporate goals and outcomes


Corporate Policy & Affairs

  • Develop and support the implementation of corporate priorities
  • Articulate and deliver corporate strategies and key messages
  • Lead initiatives and strategic projects as required to further corporate goals and objectives
  • Ensures coordination, implementation and communication of various corporate initiatives between  business units
  • Create and maintain centralized corporate policy advice and service to business units working towards public policy outcomes
  • Provides strategic policy advice and policy frameworks as needed
  • Identify and forward policy trends, strategies, research and advocacy needs for furthering positions that support corporate outcomes
  • Responsible for the development, implementation and oversight of an African Nova Scotia Affairs function within the Municipality

Economic Policy & Development

  • Establish & lead the HRM Economic Prosperity Outcome agenda
  • Working with SMT, EMT and Council, enhance HRM’s profile as an essential contributor to the region
  • Lead the development and advancement of strategic initiatives related to economic policy & development
  • Oversees work with business units to create operational alignment towards regional economic  goals and objectives
  • Establish and lead HRM’s agenda in the development and maintenance of a regional economic strategy
  • Oversee relationships and/or service level agreements with key economic partners (i.e. Responsible for the strategic direction, measurement & reporting on the $1.4m service level agreement with GHP)
  • Oversees the management of the relationships between HRM and any Business Improvement Districts, including financial, legislative and policy initiatives
