DFID Support to Public Administration Reform in Ghana

This case study, DFID SUPPORT TO PUBLIC ADMINISTRATION REFORM IN GHANA, supports the Centre for the Study of Democracy, Queen’s University’s broader initiative on DELIVERING DEMOCRACY: DEFINING SUCCESS AND EVALUATING THE EFFECTIVENESS OF DEMOCRATIC ASSISTANCE PROGRAMS. Authored by IPAC International Programs consultant, Gord Evans, who previously worked in Ontario’s Cabinet Office, the case study reviews the successes, challenges and lessons learned from numerous U.K. Department for International Development (DFID) programs of governance reform in Ghana over the past twenty years. Mr. Evans examines the thorny problem of measuring progress according to commonly used evaluation frameworks, and draws our attention to modest gains in public administration performance found in such higher-level indicators as the World Bank’s Governance Survey. The case study was written in collaboration with Murray Glow, also an IPAC International Programs consultant, and Ann Masson, Director of International Programs at IPAC.
