Recent Study Missions

Below is a small sample of past study tours IPAC has organized and the feedback we received from participants.

Executive Leadership Development Program for a Chief Officer from the Cayman Islands
In February 2011, IPAC developed the capacity of Franz Manderson, Chief Officer from the Cayman Islands, to meet the challenges of the increasingly complex public service. After attending the IPAC Leadership Conference, he met with senior Canadian officials to learn about Canadian best practices on expenditure management, prisons and rehabilitation programs, and border control.

Sudan Learning Journey on Canadian Referendum Experience
In August 2010, senior Sudan government officials and politicians from Northern and Southern Sudan met with political party organizations in Ottawa, Montreal and Quebec to learn about the Canadian referendum experience as they prepare for their own referendum on the independence of South Sudan. Back-to-back presentations with key actors in the Canadian referendum debates were organized. Common themes included: respect for the opposing side (adversaries, not enemies), the importance of the rule of law, and the need to keep good relations since the futures of the two sides are linked irrespective of the referendum outcome.

Innovations in Public Expenditure Management
Between 2007 and 2011, IPAC collaborated with the Commonwealth Secretariat (COMSEC) on a range of programs entitled Building Pyramids in the Valleys. Following two job shadowing study missions to Alberta and Ontario, IPAC and COMSEC commissioned and published a series of case studies profiling innovations and lessons learned in expenditure management. 2011 Innovations in Public Expenditure Management

Hon. Dalmas Otieno Anyango, Minister of State for Public Service, Kenya, Learning Journey
Minister Otieno met with senior Canadian officials in August 2010 to share Kenyan and Canadian experiences in public service transformation. Meetings were held with officials from the Privy Council Office, Treasury Board, Public Service Commission, Service Canada and Canadian International Development Agency following his presentation on Public Service Transformation in Kenya at the IPAC Annual Conference.

Eastern and Southern Africa Management Institute (ESAMI) Learning Journey
Nineteen Cabinet Secretaries, Heads of Service and Permanent Secretaries from Eastern and Southern Africa met with senior public servants from the Ontario and Canadian Public Services as well as academics and former politicians over four days in September 2010. Participants explored the underlying principles and approaches to implementing public sector reforms (such as service delivery, e-government, performance management accountability, and restructuring management resources) and how they might adapt some aspects of these principles and practices to their respective environments and contexts in Eastern and Southern Africa.
