The Opportunity:

The Toronto Police Services Board (TPSB) is seeking two dedicated professionals to fill permanent Analyst, Research and Evaluation positions. These roles provide a unique opportunity to drive transformational change and make a meaningful impact on Toronto’s diverse communities. The TPSB is the governing body responsible for setting objectives and priorities for police services in Toronto, and establishes governance frameworks, policies, and strategic monitoring & evaluation processes. These ensure policing is not just effective and adequate but also aligned with our community's values and needs. As an Analyst, you'll employ advanced monitoring, research, and evaluation techniques to inform the Board's strategies, directly supporting the Toronto Police Service's (TPS) mission to foster a deeper trust in policing. Your work will be pivotal in bolstering accountability, transparency, and the quality of police service delivery in Toronto.

What you will do:

Joining the Board Office’s Research & Governance Evaluation Team, you'll report to the Senior Advisor, Strategic Analysis & Governance. In this role you will: conduct independent research and comprehensive analysis, lead policy & literature reviews, and carry out impact and outcome assessments. Using a range of quantitative and qualitative data sources from the TPSB, TPS, community feedback, and other relevant sources, your insights will be crucial in providing evidence-based recommendations to the Board. These recommendations will assist in formulating and executing policies that reflect unique community needs and uphold the highest policing standards.

Additionally, the Analyst, Research and Evaluation:

  • Provides evidence-based advice on governance and strategy to the Board by conducting independent research aligned with the annual work plan, which includes reviewing Board policies, Service procedures, training, Ministry standards, best practices, and various data sources.
  • Identifies, analyzes, interprets and evaluates issues related to development and revision of the Board’s policies; anticipates potential impacts of Board decisions.
  • Consults with internal and external stakeholders and the general public on matters pertaining to current and future Board policies.
  • Conducts research to identify new approaches and methodologies for evaluating the effectiveness and implementation of Board policies.
  • Obtains data necessary to evaluate Board policy effectiveness, including conducting focus groups and interviews with Service members and the public.  Analyzes and interprets data to evaluate Board policy effectiveness, and disseminates the findings via reports, presentations, briefing notes, etc. 
  • Develops reports on governance reviews, detailing policy gap analyses, compliance assessments, organizational risks, and proposes mitigation and corrective governance strategies, along with follow-up actions.
  • Supports development of the annual governance work plan and strategic planning activities.
  • Collaborates with relevant stakeholders to develop monitoring and evaluation plans, ensuring that the implementation of recommendations from external reviews and inquiries is effectively tracked and assessed.
  • Supports the Board's oversight of the Service by assisting the Senior Advisor in analyzing Service reports, including Audit & Quality Assurance reports, identifying information gaps, and collaborating with the Service to develop and monitor strategies to address identified deficiencies.
  • Establishes and maintains solid working relationships with Board Members and staff, the Chief and Command officers, Office of the Chief of Police, senior officers, City of Toronto and other key stakeholders, and governance and oversight agencies.
  • Identifies and monitors current issues that may impact the Board’s interests and priorities.
  • Develops resources and materials for the Board’s website.
  • Acts in absence of the Senior Advisor, as required.
  • Performs any other typical duties and tasks inherent to the job.

How do I qualify?

Education/Experience:

  • University degree in a professional discipline relevant to the job function, such as program evaluation, social sciences (e.g., criminology, political science), statistics or an equivalent combination of education and experience. Master’s degree is an asset.
  • Minimum 3 years’ experience conducting program evaluations – including formative evaluations, impact evaluations, economic evaluations, and/or policy evaluation - preferably within a governmental organization.
  • Minimum 3 years’ experience in quantitative and qualitative data analysis related to program improvement, monitoring strategies, and/or policy evaluation.
  • Experience gathering, analyzing, and documenting business requirements, workflows, and procedures related to complex business processes.
  • Experience using quality improvement methodologies to evaluate and improve business processes, with a focus on identifying best practices and optimizing service delivery.
  • Experience with governance frameworks or policing is an asset.

Skills/Competencies:

  • Candidates must demonstrate a strong commitment to embracing diversity and employing anti-racist approaches, with a deep sensitivity to the lived experiences of individuals affected by mental health and addictions, members of the 2SLGBTQI+ community, and other vulnerable populations.
  • Well-developed interpersonal skills and the ability to work in a team environment.
  • Exceptional oral and written communication skills to effectively deal with all levels of the Service, other police services, the public sector and members of the public in a professional manner.
  • Excellent organizational skills with the ability to manage multiple projects and deadlines.
  • Knowledge of contemporary research and evaluation methods, including writing detailed reports, proposals.
  • Demonstrated analytical skills in assessing and reviewing business processes to identify options, best practices, and opportunities to improve service delivery.
  • Experience with Microsoft Office Suite including Word, Excel, PowerPoint, Visio, and Outlook, including developing reports and designing presentations for senior executives and general public audiences.
  • Experience with statistical software packages (e.g., SAS, SPSS, R, etc.)
  • Subject matter expertise, demonstrated through work experience (including volunteer work), lived experience and/or academic research on at least some key areas of strategic interest of the Board.
  • Accreditation or certification in the following areas would be an asset: project management, evaluation, auditing methods and practices.
