This monograph contains a case study in the “life cycle” of organizations. It is the story of the birth, life, death and eventual reincarnation -- or, perhaps, metamorphosis -- of the Maritime Resource Management Service (MRMS), a specialized agency of the Council of Maritime Premiers.
