Can the Ship of State Learn to Turn Itself at Internet Speed? BC Open Government Transformation

There is a fundamental shift emerging in how we think about democracy. Largely driven by technology, particularly social media, citizens’ expectation of government and their opportunities to engage with us are changing in some very profound ways. Within that context, embracing open government is an inevitable, necessary and potentially very valuable response. Kim Henderson, B.C.’s Deputy Minister of Citizens’ Services and Open Government will explain how BC is transforming at IPAC's 2012 Leadership Conference "Re-think, Re-define, Re-invent: Exploring New Leadership Realities".

Managing Organizational Conflicts

One of the great dangers in many organizations is that dispute resolution processes will be developed that reflect the mandate of the implementing organization but that ignore or minimize core goals/concerns of users and other stakeholders. This would be less of a concern if not for the fact that many organizations can effectively impose their system, so they are not required to seek broad input. Modifying dispute systems without proper design processes, however, can create significant costs, tension, and pushback from stakeholders affected by the systems in question, and limit the usefulness of the system ultimately implemented. Using such systems are already in a conflict of some kind, and they become further frustrated with the organization in charge if they feel the system is biased against them. The cost of dealing with dissatisfied customers in an adversarial setting is high on both sides, with one of the primary costs to the organization being the lost time and stress.
