This publication results from the National Seminar of the Institute of Public Administration of Canada, held on June 1986 in Cardigan, Prince Edward Island. The co-chairmen were Gaétan Lussier, Deputy Minister of Employment and Immigration Canada, and John Sloan, Secretary of Management Board in Ontario.

Public sector executives in operational departments have been facing major challenges because of the growing size and complexity of their responsibilities and of the rapidly changing environment. A need was expressed for a forum where the "Best Management Practices" currently being used across Canada could be identified, discussed and compared. After discussing the urgency for change and for taking charge of the organization as experienced in the public sector, the seminar devoted other sessions to how an operation can be successfully turned around, how the quality of services to clients can be given greater priority and how human resources can be fully mobilized to increase productivity and their sense of fulfillment.
