The purpose of this conference is to share insights into the looming challenge of meeting occupational pension obligations. The role of government and the responsibilities of employers will be focal points of discussion. Attendees will leave with an enhanced appreciation of the scale of the challenge, the manner in which different political jurisdictions are approaching it, and the responses that will be required from organizations intent on developing governance arrangements suitable to meet financial, legal and transparency requirements.

This conference is aimed at senior leaders with an active interest in Canadian pension policy, including:
~ board directors and chief financial officers;
~ pension regulators and pension committee members;
~ senior pension managers and administrators; and,
~ academics.

~ Teresa Ghilarducci, author of When I’m Sixty-Four: The Plot Against Pensions and the Plan to Save Them and Director of the Schwartz Center for Economic Policy Analysis at the New School for Social Research in New York

Canada today confronts a range of challenging and complex issues - and new opportunities. Globally, new powers are emerging. The barrier between domestic and international issues has blurred. Canada is also changing, with shifts in demographics and in the structure of our economy. These changes are making new policy development more important than ever for our future well being. But responding to these issues effectively will require new approaches and new ways of organizing our work in the Public Service of Canada. It will also require that we attract to the Public Service the dedicated and talented newcomers needed to apply these new ideas and approaches.

Mr. Wayne G. Wouters was appointed Clerk of the Privy Council and Secretary to the Cabinet by the Prime Minister on July 1st, 2009. From December 2004 to June 30, 2009, Mr. Wouters was Secretary of the Treasury Board. Prior to this, Mr. Wouters was Deputy Minister, Human Resources and Skills Development Canada (HRSDC) and Chairperson, Canada Employment Insurance Commission. Mr. Wouters was born in Edam, Saskatchewan. He attended the University of Saskatchewan where he received his Bachelor of Commerce (Economics). After graduation, he studied at Queen’s University, earning his Master’s Degree in Economics. In 1975, Mr. Wouters started his career as a Lecturer in Economics at the University of Saskatchewan. He began his public sector career in 1977 with the Government of Saskatchewan. In 1982, Mr. Wouters joined the federal Department of Energy, Mines and Resources. In 1990, he accepted a position as Director, Economic Development Policy Branch with the Department of Finance, becoming General Director in 1993. In 1994, Mr. Wouters joined the Privy Council Office (PCO) where became the Assistant Secretary to the Cabinet (Program Review), and oversaw preparation of the expenditure reduction plan that was
part of the 1995 federal Budget. In December 1994, Mr. Wouters was appointed Deputy Secretary to the Cabinet (Plans and Consultation). Mr. Wouters remained with the Privy Council Offi ce until September 1997 when he was appointed Deputy Minister of the Department of Fisheries and Oceans (Canada).
