The 2009 IPAC-SK Annual General Meeting was well attended, with people coming out to hear our special guest speaker Dr. Vianne Timmons, President of the University of Regina, speak about her experiences and her "Vision for the University of Regina”.

Iain Harry of the Crown Investments Corporation (CIC) delivered an engaging presentation entitled "Weapon of Mass Reduction: How Saskatchewan is leading the world in demonstration of carbon capture and storage(CCS) to reduce GHG emissions and the public policy challenges that lie ahead".
Mr. Harry led participants through the fascinating world of energy policy over breakfast at the University of Regina's newest building, the Innovation Research Centre.

Along with Western Economic Diversification Canada and the Johnson-Shoyama Graduate School of Public Policy, IPAC-SK presented “A Discussion of Public Private Partnerships (P3s)” with Mike Shaw, Associate Deputy Minister, P3 Secretariat, Government of Saskatchewan in Saskatoon.
The P3 Secretariat has been established to explore the potential for employing Public-Private Partnerships as a tool for supplying public infrastructure in Saskatchewan. The focus of the work is on best practices which maximize value for taxpayers and produce quality infrastructure. The presentation is based on reported experience to date of those Canadian jurisdictions which employ P3s for public infrastructure procurement, as well that of countries with a long-standing P3 practice, such as the U.K. and Australia. In these jurisdictions, the application of these policies concludes that P3s are potentially suitable for select projects.

The Saskatchewan Regional Group of the Institute of Public Administration of Canada (IPAC-SK), along with Crown Investments Corporation, Deloitte, and the Johnson-Shoyama Graduate School of Public Policy were pleased to present the Annual IPAC Vanier Medal University Lecture. Margaret Bloodworth, 2008 Recipient of the Vanier Medal, presented on "Public Service in a Time of Crisis".
This engaging and energizing event was held in the Rotunda Building at the University of Regina.

Mr. Mike Shaw,Associate Deputy Minister, P3 Secretariat (Government Services) gave an enthralling breakfast presentation on “Starting up P3 Policy and Practice in Saskatchewan”.
The very full room of participants had many questions for Mr. Shaw, and demand was so great that the event was held again in Saskatoon on May 5, 2009.

The Saskatchewan Regional Group of the Institute of Public Administration of Canada (IPAC)was pleased to welcome a full audience to a breakfast address by Dr. Ken Rasmussen, Associate Director of the Johnson-Shoyama Graduate School of Public Policy, speaking on the topic of “Is public service independence disintegrating in Canada?”
Dr. Rasmussen argued that "There is a renewed concern about politicization of the public service at both the provincial and federal level in Canada as well as in other western democracies. Many countries have abolished or curtailed the power of their independent commissions responsible for protecting merit and preventing patronage. Furthermore we have seen the emergence of new form of politicization, including a greater role for political personnel, pressure on public servants to be more responsive to political directives and changes in attitudes and behaviors of public servants themselves. Is politicization a reality, or are these concerns exaggerated? Or is there another cause of the perception of politicization?"

The Saskatchewan Regional Group of the Institute of Public Administration of Canada (IPAC) is pleased to announce that the IPAC Lieutenant Governor Gold Medal for distinguished public service was presented on November 5th to Chief Cal Johnston (Retired), formerly of the Regina Police Service.
The presentation was made at Government House in Regina before a large crowd of IPAC members, friends and colleagues of Chief Johnston. IPAC Saskatchewan annually awards a gold medal as a mark of distinction and exceptional achievement to a person or a team who, in the opinion of a panel of independent judges, has shown distinctive leadership in public administration in Saskatchewan, or who, by writings or other endeavours, has made a significant contribution in the field of public administration in Saskatchewan.
IPAC-SK President Nancy Buchan also presented two awards to Promising New Professionals: Heather George of the Ministry of Advanced Education, Employment, and Labour and Alaistair MacFadden of the Ministry of Social Services. These awards are presented to promising new public service professionals within Saskatchewan, who, in the opinion of an independent selection committee, are emerging leaders within the public sector and represent the ideals, values, and abilities of sound public administration.
Nominations for these awards were received by the IPAC-SK Awards Chair in June 2008 and decisions were made by the three-person selection committee, comprising former Presidents of IPAC-Saskatchewan, in July 2008, based on criteria available in the LG and NPN Awards Packages at http://www.ipac.ca/Saskatchewan/Awards.

The Honourable Dr. Lynda Haverstock, C.M.,S.O.M.,Ph.D.,L.L.D., President/CEO of Tourism Saskatchewan, made a fascinating presentation entitled Good to GREAT: Advancing Saskatchewan Tourism.
Speaking with a very engaged crowd over lunch, Dr. Haverstock addressed the the state and promise of tourism in the province. The event was organized by the Saskatchewan Regional Group of the Institute of Public Administration of Canada (IPAC).

On April 15, 2008 an appreciative breakfast crowd was on hand to hear Françoise Morissette, co-author of Made in Canada Leadership — a book which has taken the country by storm since its publication in May 2007, and now ranks among the top 10 bestselling business books in Canada.
Françoise Morissette teaches Organizational Development as a faculty member and Fellow at the Industrial Relations Centre of Queen’s University.
The event was organized by the Saskatchewan Regional Group of the Institute of Public Administration of Canada (IPAC) in partnership with the Johnson-Shoyama Graduate School of Public Policy.
