IPAC – Doug Stevens Public Policy Graduate Student Scholarship for students at the Johnson-Shoyama Graduate School of Public Policy

The Institute of Public Administration of Canada (IPAC) – Saskatchewan is pleased to honour the memory of Dr. Doug Stevens by establishing the IPAC – Doug Stevens Public Policy Graduate Student Scholarship for students at the Johnson-Shoyama Graduate School of Public Policy. The scholarship is targeted towards students pursuing either a Masters of Public Administration or a PhD related to Public Administration. Although the scholarship is primarily funded from Dr Stevens’ estate, which is held in an endowment fund by the University of Regina, IPAC - Saskatchewan would like to add to this legacy through In Memoriam donations. By doing so it would allow for a more substantial annual student award and if sufficient funds are raised this year, allow for the first scholarship to be granted as early as fall 2009.

Doug was born and raised in Estevan and received his Bachelor of Arts (Honours) in Public Administration and European History from the University of Regina in 1967. He continued his education at Carleton University, graduating with a Masters degree in Political Science in 1969. Doug returned to Saskatchewan and began working for the provincial government as a Research and Planning Analyst with the then Department of Health. He subsequently became a Senior Analyst with the Department of Finance, a position he held until 1981.

At that time he became a Senior Advisor with the Saskatchewan Public Service Commission, a position he held until 1983, when he chose to further his academic endeavors at the University of Toronto. He completed his PhD in Political Science in 1988. Doug had received modest financial support for his research from IPAC – Saskatchewan. His thesis was titled “Theories of Organizational Design with Respect to Crown Corporations”. This thesis subsequently formed the basis for a manuscript, “Corporate Autonomy and Institutional Control – The Crown Corporation as a Problem in Organizational Design”, published by McGill-Queens University Press in 1993. For 15 years prior to his death in 2007, Doug operated Fax Direct in Regina, targeting specific advertising to specific customers.

Known as ‘Snivets’ to his friends, Doug was always ready to expound on any public policy issue. He thought outside the box, he was innovative and creative. Consequently IPAC - Saskatchewan felt it fitting to establish the scholarship in his name.
