Senior Financial & Economic Policy Advisor

The Housing Funding and Risk Management Branch provides advanced financial policy analysis and supports communities through the development and delivery of affordable housing programs in partnership with municipalities and other partners.

If you are looking for an opportunity that will bring your proven policy development, collaboration, research and analytical skills to the forefront, consider this Senior Financial and Economic Policy Advisor position where you will provide analysis and business planning in support of strategic housing policy initiatives and legislative regulatory development.

In this role, you will:

  • lead and/or participate in a project team to develop new policy initiatives and refinements across a continuum of social and market housing policy areas
  • research, review, evaluate and develop policy options and make recommendations
  • develop financial, fiscal and accounting analysis for consideration by senior management
  • provide project management leadership to assigned project staff
  • use project management expertise to establish and review objectives, timelines, effective business planning processes, achievable outcomes/deliverables and risk identification and mitigating strategies
  • serve as key policy liaison in the broader housing community between the ministry and external stakeholders including providing ongoing consultation and evaluation and response to policy issues
  • prepare briefing documents, Ministerial correspondence, Treasury Board submissions, Cabinet submissions, business planning notes and amendments to legislation/regulations

What we are looking for: 

Policy Development and Program Knowledge:
You have:

  • thorough knowledge of policy development and decision-making processes in order to research, analyze and develop policies and programs and give advice and guidance to team members and management
  • expertise in drafting senior-level policy and treasury submissions and expertise in development of complex legislation and regulations
  • the ability to interpret and apply relevant housing legislation and policies
  • excellent knowledge of housing, financial, fiscal and accounting issues, the housing market and private sector initiatives as well as understanding of political issues, programs and related initiatives for affordable housing in order to research, assess and develop new and revised policies and programs to promote and implement housing initiatives

Stakeholder and Relationship Management Skills:

  • you have demonstrated stakeholder and relationship management skills including experience working with partners and stakeholders to promote shared best practices
  • you can work collaboratively and develop productive relationships with internal and external partners and stakeholders (e.g. various levels of government, housing providers)

Project Management and Team Leadership Skills:

  •  you have demonstrated expertise in managing a variety of concurrent projects to meet tight deadlines including developing project plans and controlling project progress through the work of multi-disciplinary project teams
  • you have team leadership skills to provide project leadership for research, policy or program development for studies, analyses, notes and/or reports
  • you are able to lead a team of skilled professionals engaged in complex work

Research and Program/Policy Analysis Skills:
You have:

  • demonstrated research and program/policy analysis skills to research, evaluate and assess current/proposed initiatives in order to determine future strategic directions
  • well-developed conceptual abilities to identify and analyze trends, patterns, issues and opportunities among internal and external stakeholders
  • the ability to anticipate and absorb complex issues and develop policy options

Communication and Other Skills:
You have:

  • effective verbal and written communication skills to develop research reports, policy recommendations, special reports and liaise with all levels of government (e.g. Federal, Provincial, Municipal) and other stakeholders to research and develop joint initiatives
  • excellent consultation and interpersonal skills to develop and maintain external and internal stakeholder relations that provide for ongoing, effective, open and interactive communications

Salary range:  $76,666.00 – $99,591.00 per annum
