The Importance of Public Renewal

Karen Ellis was appointed Vice-President, Public Service Renewal and Diversity at the Public Service Human Resources Management Agency of Canada on September 18, 2006. Prior to this appointment, Ms Ellis was Assistant Deputy Minister (Infrastructure and Environment) at the Department of National Defence, a position she had occupied since December 2002.

Ms Ellis has broad experience leading diverse workforces and organizations undergoing significant changes, and managing complex issues, in both policy and operational environments.

Before joining National Defence, Ms Ellis occupied the post of Director General of the Multiculturalism and Aboriginal Peoples' Programs Branch at Canadian Heritage where she was responsible for a broad range of national policies and programs relating to Aboriginal Peoples' off-reserve, multiculturalism and human rights.

Prior to this, she was Director General, Management Services, in the Government Telecommunications and Informatics Services Branch at Public Works and Government Services Canada. In this capacity, Ms Ellis led a large group of people managing a variety of functions including information technology security policy and services, business and operational planning, communications, and corporate human resources and financial issues.

As a senior officer for the Privy Council Office, she provided strategic policy advice, critical analysis and briefings on natural resources and nuclear issues to the Prime Minister, the Clerk, Ministers and senior officials. Before that, Ms Ellis held various posts within the Department of Industry and Environment Canada. She was also a secondary school teacher for six years.

Ms Ellis holds a Master of Arts in History from Carleton University and a Bachelor of Education from the University of Ottawa.

Ms Ellis is a graduate of the Accelerated Executive Development Program (AEXDP).
