Janice Cunningham - Arctic Emergence - Governance Emergency? A Co-management Approach
Janice's paper concerns itself with emerging resource issues in the Arctic, due to the ever-increasing effects of climate change on this fragile environment. With the possibility of an ice-free summer in the Arctic a possibility by 2013, and anticipated hydrocarbon reserves (up to 25% of the world's as yet untapped reserves) becoming "unlocked" in the near future, her paper advocates immediate action to address the issue of governance in this area. The paper discusses three models of co-management and proposes a hybrid model as a possible guide to governance in the Arctic.
