The Honourable Jocelyne Bourgon is the author of A New Synthesis of Public Administration. It builds upon the findings of an international research network involving over 200 senior officials from government, business and academia in six partner countries: Australia, Brazil, Canada, the Netherlands, Singapore, and the United Kingdom. A New Synthesis is dedicated to helping prepare governments to face the challenges of serving in the 21st century. Join us as Mme. Bourgon provides her insights on this very topical subject.

Madame Bourgon joined the Public Service of Canada in 1973. Since 1989, she served as Deputy Minister in a number of departments. From 1994 to 1999, she served as Clerk of the Privy Council and Secretary to the Cabinet. Subsequently, Madame Bourgon served as President of the Canadian Centre for Management Development from 1999 to 2003, where her role in creating a learning culture throughout the Public Service of Canada culminated in the creation of The Canada School of Public Service. Madame Bourgon is currently President of PGI (Public Governance International), President Emeritus of the Canada School of Public Service, and Leader of the New Synthesis Project.

Europe at a Fork in the Road
Jacob Funk Kirkegaard, Peterson Institute for International Economics
The Eurozone is currently experiencing a severe debt crisis, caused primarily by the insolvency of the Greek government. The EU (mainly its euro area member states) and the IMF have, so far, come to the rescue of Greece, Ireland and Portugal with bail-out packages in exchange for adjustment programs. For its part, the European Central Bank has kept the Eurozone financial system afloat with liquidity by buying eurozone sovereign bonds directly in the markets as well as accepting such bonds, regardless of their quality, as collateral for its lending facilities. There are great fears that the current situation is untenable. Either Greece, with other Euro-Med countries possibly, will be forced to abandon the euro or the euro area will have to move to commonly-issued and guaranteed sovereign bonds with a centralized supranational fiscal policy. Which way will the Eurozone will go? And what does it mean for the world economy in general and Canada’s economy in particular? These are the questions that we will address with our guest speaker.

ABOUT THE SPEAKER
Jacob Funk Kirkegaard has been a research fellow at the Institute since 2002. Before joining the Institute, he worked with the Danish Ministry of Defense, the United Nations in Iraq, and in the private financial sector. He is a graduate of the Danish Army's Special School of Intelligence and Linguistics with the rank of first lieutenant; the University of Aarhus in Aarhus, Denmark; and Columbia University in New York. He is author of The Accelerating Decline in America's High-Skilled Workforce: Implications for Immigration Policy (2007) and coauthor of US Pension Reform: Lessons from Other Countries (2009) and Transforming the European Economy (2004) and assisted with Accelerating the Globalization of America: The Role for Information Technology (2006). His current research focuses on European economies and reform, pension systems and accounting rules, demographics, offshoring, high-skilled immigration, and the impact of information technology.

Social Media and Public Sector Policy Dilemmas

Social media is forcing governments to critically examine a range of issues, from organizational culture to technology challenges to policy, legislative and governance implications.

Earlier this year, on behalf of IPAC, Toby and a colleague, Paul Crookall, undertook a series of consultations on the implications of social media in the public sector. They met with Canadian public servants from three levels of government, as well as with academics, consultants, experts and think tanks. They also drew on contacts/research from the USA, UK and Australia.

This session will address key insights, challenges and lessons from their research. Group discussion to follow.

The Paris Declaration on Aid Effectiveness: Evaluation and Implementation of Public Policy

Cooperation in international development is a field of public policy where important political decisions are often been based on anecdotal or media-driven cases, or on political or ideological agendas with little systematic use of facts and informed analysis.

However, there is now at least one major international initiative that tries to do just that. The Paris Declaration on Aid Effectiveness, signed in 2005, contains both an obligation and a framework for tracking the implementation and for evaluating progress over a decade to learn continuously what works and why. The Declaration is now the basis for core policy in most major development agencies, bilateral and multilateral, and a significant influence in most developing countries.

Canada faces many future economic challenges, beyond coping with the current recession. Don’t miss this event as McGill University economist Christopher Ragan, currently the Clifford Clark Visiting Economist at the federal Department of Finance, discusses four major challenges: debt and demographics, climate change, productivity, and trade and globalization. Each challenge is complex in its own right, but Ragan also identifies several linkages between them that add to the overall policy complexity. He argues that now is the time to begin serious debate about how these challenges should be addressed.

The current budget crises faced by all levels of government today are as urgent and provocative a call to action as any for government to examine how they get things done. Governments have had to quickly develop immediate fixes, but over the medium and long term, what will be required for more sustainable solutions?

A case for innovation
With most governments expecting large budget shortfalls in 2010, they will need to find new and more efficient ways to deliver better value for taxpayers’ money. Government regulators will need to be much more cognizant of what is going on in the marketplace so they can react to trends, and find ways to share information to minimize reaction times. When change happens, it tends to be either in response to a crisis or because an individual champions a specific cause.

2009 HOPE Volleyball SummerFest

HOPE is a volunteer-driven, not-for-profit organization that raises funds for community-based charities. The HOPE Volleyball SummerFest event combines recreational volleyball with live rock entertainment. Each year, more than 10,000 players and spectators flock to Mooney's Bay Beach in Ottawa for the greatest summer party in the region. Since HOPE’s founding, participants have helped HOPE donate over $3.5 million in support of more than 110 local charities.

The Quest for Excellence in the Public Service: Where to Begin

If the Public Service is to advise Ministers and deliver programs and services to the highest standards of excellence, it must be creative in its thinking, efficient in its work processes, effective in risk management, and fully accountable for its performance. These are the characteristics of a “high performance” Public Service.

One of the most important elements of any successful organization is the development of a culture of teamwork among all of the key players. Amidst all of the competing demands for space at the Government's table, we must never lose sight of the fact that we are all on the same team. Beyond a culture of teamwork is how well we do our work, and what benchmarks we set for ourselves. Here attitudes matter. The basic questions are simply: are we aiming daily for excellence in public policy and public service? And, are today as excellent as we can be? Kevin Lynch, Clerk of the Privy Council believes we should make excellence our quest.

The CPSQA wants to help deepen and entrench excellence in the culture of the public service and the everyday work of public servants. Together, we can make excellence the benchmark by which we judge ourselves and the work we do. By setting a standard of excellence, by managing to this standard, by recognizing employees who do exceptional work, we will not only improve the pride of our employees in what they do, but also improve public esteem for public service and public servants.

Our panel is going to share their experience to help us as we begin or continue our quest.
