Student Essay Prize


I. INTRODUCTION

1. The 2010 Institute of Public Administration (IPAC) National Capital Region Student Essay Prize honours excellence in the study of public administration. The objective of the competition is to encourage students with career interests in the public service to make original contributions to the field of public administration by examining the structures, processes and outcomes of public policy, administration and management in all spheres of government in Canada.

2. The prize of $500 plus a one-year IPAC student membership (current value: $50) will be awarded to the author of the best overall policy paper that addresses one or more of the following four broad areas: public policy, public management, policy and/or program implementation and service delivery.

3. Graduate and undergraduate students in their 3rd or 4th year of study of any National Capital Region university are eligible.

4. The National Capital Region Student Essay Prize is sponsored by the Institute of Public Administration of Canada – National Capital Region Group (IPAC - NCR). The promotion of education and research locally in the field of public administration is central to the aims and objectives of IPAC.

5. The name of the winner (and possible honourable mentions) of each year's competition will be announced at the IPAC National Capital Region's annual meeting.

6. IPAC - NCR reserves the right to withhold the granting of the award if no papers fulfill the requirements or are of sufficient quality.

7. The Award Committee will normally consist of members of the IPAC - NCR Executive Committee and representatives from the National Capital Region degree-granting institutions involved in teaching public policy and administration. Operating rules and members of the Award Committee will be determined by IPAC - NCR.


II. SUBMISSION CRITERIA

1. Papers will be judged on the basis of originality, innovation, clarity, academic quality, and theoretical and practical significance.

2. Competition is open to any graduate or undergraduate in their 3rd or 4th year of study student enrolled, during the current academic year, in a university program in the National Capital Region, leading to an undergraduate or graduate degree in public administration, public management, public policy or other relevant/related subject areas. Both full-time and part-time students may apply.

3. All entries must have a faculty sponsor (see form below).

4. Entries must be submitted electronically to Eric Robard at erobard@gmail.com and be compatible with Microsoft Word software packages.

5. Papers must be no longer than 5000 words in length. Papers should be double-spaced and typed on one side of each page.

6. Entrants should include a covering page, noting the title of the paper; name, address and telephone number(s); degree, diploma or certificate program. Entries and completed faculty sponsor nomination forms must be received by Friday May 7, 2010 at 5:00 p.m. to be eligible.

7. Papers may be submitted in English or in French.

8. Previously published papers or papers accepted for publication are not eligible. Papers written for course credit are eligible.

9. Intellectual property rights remain with the author with a non-exclusive, perpetual, irrevocable, world-wide, fully-paid and royalty-free license granted to IPAC - NCR to publish the paper.
